NEW LAW GUN LAW IN ILLINOIS

In response to the epidemic of gun violence in Chicago, Illinois lawmakers passed a new law coming into effect next week that some say will help crack down on repeat gun offenders. Reform advocates argue that they’re missing the point.

Gov. Bruce Rauner signed into law new mandatory minimum sentences for people arrested more than once for gun crimes. The bill is seen as Springfield’s answer to rampant gun violence plaguing Chicago’s south and west sides. The new law requires at least seven years in prison for repeat gun offenders instead of three.

Republican Minority Leader Jim Durkin sponsored the bill. He admitted that it would not solve the problem, but it was a start.

“This is the start of something to stop this plague of violence which we pick up and read in the newspaper on a daily basis,” he said in June.

But Clark Neily, CATO Institute vice president of criminal justice, said putting more people behind bars for a longer period of time is not a move in the right direction.

“All you’re doing is locking people up for much longer periods of time,” he said. “It’s very costly and has a terrible effect on their lives as well as their families and the people who depend on them.”

The best cure for crime, Neily said, is gainful employment.

“When people have work that they find meaningful, then they truly feel that they’re part of something,” he said.

Illinois has the highest unemployment rate in the Midwest and the highest black unemployment rate in the nation.

More than 3,500 people were shot in Chicago this year with over 600 dying.

Missouri Family Escapes Serious Injury In I-70 Crash Near Greenup

WHERE: I 70 E/B @ Milepost 121 (Near Greenup, IL) WHEN: 12/30/17 @ 1:31 a.m.

VEHICLES: Unit #1 – Grey 2004 GMC Sierra Pickup DRIVER: Unit #1 – Joann A. Keisey, 26, Nixa, MO.

PASSENGERS: Unit #1 – Julie Porter, 57, Nixa, MO. Herman Robert Leisey, 24, Nixa, MO. 5 Year Old Juvenile from Nixa, MO. 3 Year Old Juvenile from Nixa, MO.

CHARGES: None

TRANSPORTS: All occupants were transported to Regional Hospital in Terre Haute, IN for minor cuts and soreness.

PRELIMINARY: Preliminary investigative details indicate Unit 1 was traveling Eastbound in the right lane on Interstate 70 approximately 55 feet West of milepost 121. Unit 1 began to change lanes into the left lane to pass another vehicle moving slowly in traffic when it spun out of control. Unit 1 ran off of the roadway to the right, struck the ditch/embankment, and overturned. Unit 1 came to final rest in the South ditch facing Westbound on its driver’s side.

Weather conditions at the time of the crash were freezing mist (ice on roadway).

 All subjects are presumed innocent until proven guilty in a court of law.

CHARGES: Driver Unit #1 – Failure to Reduce Speed to Avoid an Accident

TRANSPORTS: Driver of Unit #1 was transported to Fayette County Hospital via Fayette County Ambulance. The passenger of Unit #1 was transported to Fayette County Hospital by Rural Med.

PRELIMINARY: Preliminary investigation shows that Units 1 and 2 were broth traveling Northbound on US Highway 51 just south of Fayette County 2500N. Unit 1 was behind unit 2. The driver of unit 1 lost control of his vehicle due to the icy road conditions. Unit 1 slid over to the oncoming lane of traffic and the passenger side of unit 1 struck the middle driver side and front driver side of unit 2. After striking unit 2, unit 1 left the roadway to the left and struck a telephone pole on the edge of a cornfield.

Icy Roads Cause Fiery Crash On I-70

VEHICLES: Unit #1 – Red 2014 Toyota Rav 4

DRIVER: Unit #1 – Thang Saw, 38, Aurora, CO

PASSENGERS: Unit #1 – Maung Cing, 38, Denver, CO Solomon Thang, 18, Aurora, CO Zo Ram, 37, Aurora, CO Lian Mang, 31, Aurora, CO

CHARGES: Thang Saw – Driving Too Fast for Conditions/Failure to Reduce Speed to Avoid a Crash.

TRANSPORTS: All five occupants were transported via ambulance to HSHS St. Anthony Hospital in Effingham for treatment.

PRELIMINARY: Preliminary investigative details indicate Unit 1 was traveling east on I-70 near milepost 85 in Effingham County. The driver lost control of the vehicle due to icy road conditions. Unit 1 went into a skid, struck the ditch/embankment on the north side of the roadway, and then rolled over before catching fire. All five occupants were able to get out of the vehicle before it became fully engulfed. All subjects are presumed innocent until proven guilty in a court of law

WCSO Arrests 2 On Drug Charges

On 12/26/17 at 2141 hrs. the Sheriff's Office conducted a traffic stop at Market and Jacques St. in Mt. Carmel for a traffic violation.  The deputy requested assistance from MCPD Officer Daniel Hopper and K9 Ace to do a free air narcotics sniff of the exterior of the vehicle.  After a positive alert from K9 Ace the occupants were asked to exit the vehicle. Following the search 25 year old Chelse A. Wilkinson of Mt. Carmel was taken into custody for Possession of Methamphetamine , possession of hypodermic needles and possession of drug paraphernalia. A passenger in the vehicle 22 year old Justin K. Prater of Mt. Carmel was arrested for possession of drug paraphernalia. Both were taken to the Wabash County Jail, Wilkinson posted a $2,000 cash bond and Prater was later released.

Bellmont Man Busted For Needles

On 12/27/17 at 20:57 hrs. the Wabash County Sheriff's Office conducted a traffic stop at E 270 Rd. and Highway 1 south for a traffic violation. MCPD K9 Ace and Officer Hopper were requested for a free air narcotics sniff on the vehicle and gave a positive alert.  Subsequently 30 year old Tyler K. Rayborn of Bellmont was taken into custody for possession of Hypodermic Needles.  Rayborn was transported to the Wabash County Jail where he later posted a $150 cash bond.

Sheriff Derek Morgan: "Methamphetamine remains an issue for Wabash County. As previously reported the Wabash County Sheriff's Office is stepping up traffic enforcement as one avenue to combat the County's methamphetamine problem."

MCPD Arrests Two On Drug Charges

On 12/28/17 at 8:42pm Mt. Carmel Police arrested 33 year old Mt. Carmel resident Jonathan D. Hughes and 40 year old Evansville, IN resident Kevin M. Head following a traffic stop in the 900 block of N Mulberry for a traffic violation on a black Nissan vehicle operated by Hughes. During the stop the arresting officer recognized Kevin Head and knew him to have an Indiana Department of Corrections Parole Warrant for his arrest. Head resisted the arrest but was taken into custody at this time. A search of the vehicle resulted in (5) baggies of suspected Methamphetamine being located that was packaged for delivery. K-9 Officer Hopper and his dog “Ace” arrived at the scene and conducted a free air narcotic sniff on the black Nissan. In doing so the dog alerted to the presence of illegal drugs. Hughes was searched and (2) hypodermic needles were located on him. Hughes was placed under arrest at this time as well. Both Hughes and Head were transported to the Wabash County Jail where Hughes was charged for Methamphetamine Delivery and Possession of Hypodermic Needles. Head was charged with Methamphetamine Delivery and Resisting/Obstructing a Peace Officer. Both are being held pending a bond setting by a judge.

Hinderliter Charged With Unlawful Restraint & Domestic Battery

On 12/28/17 at 9:01pm Mt. Carmel Police arrested 31 year old Mt. Carmel resident Robert M. Hinderliter for Unlawful Restraint and Domestic Battery to his girlfriend. Officers were dispatched to a residence in the 100 block of N Walnut Street regarding a domestic in progress. Once officers arrived they could hear a female yelling for help and had to force entry into the home. In doing so they found Hinderliter on top of the victim holding her down. Hinderliter was placed under arrest at this time. Officers found other evidence of a battery to the victim caused by Hinderliter as their investigationcontinued. Hinderliter was transported to the Wabash County Jail where he was issued his charges and held pending a bond setting by a judge. Hinderliter is also on Mandatory Supervised Release from the Illinois Department of Corrections. The Illinois Department of Corrections issued a No Bond Parole Violation Warrant for Hinderliter as well.

Rayborn Brothers Face Meth Charges

On 12/28/17 at 3:35pm Mt. Carmel Police arrested two Mt. Carmel brothers, Brandon H. Rayborn age 33 and Caleb M. Rayborn age 32, for Possession of Methamphetamine Precursors following a traffic stop in the 1000 block of W 5th Street. During the stop it was discovered the two were in possession of pseudoephedrine pills as well as lithium batteries. Both of these items are commonly used in the manufacturing of methamphetamine, or in some cases, traded for methamphetamine. Officers eventually learned these items were going to be used to trade for methamphetamine. Both were charged and being held pending a bond setting by a judge.
