Businesses along Market Street are again being offered the opportunity to update their building’s facades with help from the city. City Clerk Rudy Witsman got the okay from the city council Monday night to offer money from the city’s TIF fund to match up to $1,000 for the work. It’s the second time the city has offered the program and Witsman said he has fielded inquiring from businesses interested in the program. The city will reimburse the businesses for the improvements with a cap of $1,000. Applications for the program are available from city hall.
No Pay Raise For New Mt. Carmel City Council
When the new city council and mayor are sworn in next May, they will be paid the same as the current council. City Clerk Rudy Witsman said any changes to the council’s and mayor’s pay must be approved at least 180 days before the April 2nd election. But, commissioners last night said with the current budget situation, there should be no bump in pay.
Witsman said petitions for the city election will be available starting September 19th with the filing period running from December 10th through the 17th. All four council seats and the mayor’s post will be up for election next April.
Retail Theft Complaint Leads To Arrest Of Two Wabash County Residents
On 9/7/18 Mt. Carmel Police arrested Nathan G. Jackson, age 36, of Bellmont, and Jennifer L. Swift, age 35, of Mt. Carmel, following an investigation into a retail theft complaint. Officers located the suspect vehicle parked at a residence located at 1149 W 3rd Street. Officers made contact and found the two suspects mentioned by the complainant, Jackson and Swift, at the residence. While in the residence officers located suspected methamphetamine and a used hypodermic syringe in the property of Jackson and Swift. Both Jackson and Swift were placed under arrest and transported to the Wabash County Jail. Both were charged with Possession of Methamphetamine and Possession of a Hypodermic Syringe. Both are being held pending a bond setting by a judge. The stolen items in question were never located.
Mt. Carmel Pair Arrested On Various Charges
On 9/9/18 Mt. Carmel Police arrested Nicole I. Kimpling, age 30, and Hugh B. Beath, age 33, both of Mount Carmel following a traffic stop in the 800 block of North Market Street. The arresting officer observed Kimpling operating a black Volkswagen and knew her to have a suspended Illinois Driver’s License. Kimpling was stopped and placed under arrest at this time. During the arrest Kimpling’s passenger, Hugh Beath, continually interfered with the officers attempting to compete the arrest of Kimpling. Beath was eventually arrested for Obstructing a Peace Officer as he refused to follow the officer’s commands to step away from the arrest. Officers also located un-prescribed Clonazepam, a controlled substance, in Kimpling’s property. Both were transported to the Wabash County Jail where they were issued their charges. Beath was later released on a $150 cash bond. Kimpling, who received an additional charge for Possession of a Controlled Substance, along with Driving While License Suspended, was held pending a bond setting by a judge.

Arkansas Motorist Nabbed By MCPD For DUI
On 9/9/18 Mt. Carmel Police arrested Brock A. Folse, age 41, of Melbourne Arkansas, for Driving Under the Influence of Alcohol. Police received a public complaint regarding a reckless driver coming into Mt. Carmel from Indiana operating a black Ford truck with Arkansas license plates. The arresting officer located the suspect vehicle and observed several traffic violations. A traffic stop was conducted in the area of River Road and Golden Aces Way. Folse was found to be the driver and showed signs of impairment. Field sobriety testing was conducted where clues to indicate impairment were observed. Folse was arrested and transported to the Wabash County Jail. Folse was cited for the DUI offense as well as for Illegal Transportation of Alcohol. Folse was held on a $300 cash bond.
Passenger Picked Up On FTA Warrant
On 9/8/18 Mt. Carmel Police arrested Adam L. Payne, age 28, of Keensburg, on a Wabash County Failure to Appear Warrant. Payne was located as a passenger in a vehicle stop in the 900 block of N Mulberry Street. Payne was arrested and transported to the Wabash County Jail where he was served the warrant and held on a $200 cash bond.
Man and Boat Missing After Boating Accident at Newburgh Dam
Indiana Conservation Officers are investigating a boating accident that resulted in the rescue of an Owensboro KY man and the disappearance of a second Owensboro KY man.
The boat they were in was pulled into the Newburgh Dam by water current, after the motor of their boat failed to start. Before the boat submerged, one of the individuals was able to put on a lifejacket and then climb onto a ledge of the dam.
Officers from the Newburgh Police Department and members of the Yankeetown and Newburgh Fire Departments were able to rescue the man by lowering a rope to him and pulling him to safety.
The incident occurred at approximately 2:30 pm on today’s date at the Newburgh Lock and Dam on the Ohio River.
Responding agencies included the Warrick County Sheriffs Department, Newburgh Police, Newburgh Fire Department, Henderson City/County Rescue, Henderson City Fire and Indiana Conservation Officers.
Rescue crews are still searching for the missing boat and boater. The names of the men are not yet being released. Updates will come as new information arises.
Deputy Narrowly Escapes Serious Injury after being Run Over by Fleeing Shoplifter
A Vanderburgh County Sheriff’s Office deputy was injured after being struck by a vehicle driven by a fleeing shoplifter.
On Saturday, September 08, 2018 at 9:06 PM a sheriff’s deputy was working a uniformed off-duty job at Eastland Mall when a 911 call came in regarding a shoplifter who fled from Zumiez. Mall security directed the deputy to the suspect's vehicle in the parking lot. The deputy observed the white sedan driving without headlights and attempted to stop the vehicle in the parking lot of the nearby Wendy’s.
After activating his emergency lights, the suspect vehicle came to a stop. When the deputy exited his vehicle, the sedan began to drive away. The vehicle continued a short distance before driving over a curb and into a grassy section of the parking lot. The deputy approached the open window of the vehicle and began shouting commands to the driver. The deputy then observed the driver fumbling with something in the area of the center console and passenger seat area. The deputy attempted to remove the key from the ignition, but the suspect placed the gear selector in reverse and accelerated, dragging the deputy with the vehicle. The deputy was thrown onto the vehicle’s hood and then onto the pavement next to the front left tire of the vehicle. The vehicle tire ran over the deputy’s foot. The vehicle continued in reverse where it struck the parked Sheriff’s Office vehicle with enough force that it moved the parked vehicle approximately five to ten feet. The suspect’s vehicle continued moving and struck a second parked vehicle occupied by an uninvolved party.
The suspect, Ms. Marilyn Elaine Cosby, was then taken into custody without further incident. She was transported to the Operations Center for an interview before being booked into the Vanderburgh County Jail. The vehicle was searched prior to tow and several clothing items with price tags and security devices still attached were found.
The deputy was evaluated at St. Vincent Hospital where he was treated and released. The deputy complained of pain from abrasions to his right arm and right lower leg, but returned to duty upon his release. The deputy was wearing safety toe boots, which were credited with preventing serious injury to his foot.

WGH To Recognize Employees Who Volunteer In Community
Wabash General Hospital is Wabash County’s largest employer and the nearly 400 workers do a lot in the community that will soon be recognized. Human Resources Director Bridget Shepard told the WGH Board last week that hospital workers spend countless hours volunteering their time at local events like the Library 5-K, the Lunch Wagon, parades, and more. Shepard said the hospital will begin tracking the volunteer hours and a banquet to honor those will be held next April during volunteer week. She said the top 5 volunteers will be recognized at the banquet.
Dulgar Addresses Odor Issues At Sewer Plant
City sewer commissioner Justin Dulgar has heard the complaints and he agrees, it doesn’t smell good near the city’s sewer plant, but there’s not a lot that can be done about it right now….
The digestor project is just one of three major projects currently being undertaken by the city’s water and sewer departments.
