On 09.28.19 at approximately 1417 hrs. a Wabash Co. Sheriff's Deputy observed a 2017 black dodge durango abruptly move off of the roadway and shoulder on the right side of the road and travel over the shoulder before coming to a stop. The deputy pulled in behind the vehicle conducting a traffic stop to investigate the situation, on route 1 south of Keensburg. 39 year old Russell D. Singer of Mt. Carmel immediately became uncooperative in the course of the stop and would not hand over the information requested by the deputy. Singer eventually complied with the request. K-9 Roy was requested to the scene for a free air narcotics sniff on the vehicle. After a positive alert by K-9 Roy Singer became non-complaint once again when asked to step out to the vehicle. Singer had to be forced form the vehicle and fought with deputies on the side of the road. Singer was taken into custody and to the Wabash County Jail where he was charged with 2 counts of Obstructing a peace office and possession of drug paraphernalia for a glass pipe found on his person. Singer later posted bond and was released after an initial court hearing.
