On October 25, 2019 the Illinois High School Association (IHSA) Board of Directors heard an appeal via conference call by administrators from Simeon Career Academy High School in Chicago.
Simeon is not currently in session, as defined by the Illinois State Board of Education, due to a teacher strike. The appeal centered around two IHSA rules related to the football playoffs.
The first was an appeal of the IHSA Football Terms & Conditions, specifically Section H-4, which covers “Qualifications for Playoffs”.
H-4 reads: “4) A minimum of eight (8) eleven (11)-man varsity games must be played by the conclusion of the ninth (9th) week of the season in order for a school to be considered for selection to a playoff berth. A maximum of nine (9) games may be counted toward the playoffs. A maximum of one (1) game per week may count toward the playoffs, unless exception has been granted by the Executive Director of the IHSA.”
Simeon did not have a week 2 opponent as a result of miscommunication with an anticipated opponent, and did not play in Week 9 due to the strike. They were appealing the eight-game requirement in order to be placed in the IHSA Football Playoff field on Saturday, October 26 based on their six regular-season wins.
Simeon also sought a waiver from the Discontinuation of Football portion of the IHSA Strike Policy, which states: “If football practices have been terminated for a period of at least seven (7) days, but less than fourteen (14) days, a school may not resume competition until after three (3) separate days of practice.”
The Board voted to waive the eight-game requirement for Simeon, and all other impacted schools (Phoenix Military Academy and Chicago Military-Bronzeville), meaning the teams will be eligible to be placed in the 2019 IHSA Football Playoff field on Saturday, October 26.
The Board voted against waiving the three-practice requirement following the conclusion of the strike. As a result, any CPS schools who qualify for the 2019 IHSA Football Playoff field will have to resume practice by Wednesday, October 30 in order to meet the practice acclimatization requirements of the Policy and play their first round playoff games. A first round playoff forfeit will be ruled if they are unable to return to practice by Wednesday, October 30.
“Due to circumstances beyond their control, the three schools in question found themselves lacking the requisite number of games to participate in the State Series despite having otherwise qualified,” said IHSA Executive Director Craig Anderson. “Due to these unique circumstances, the Board felt it appropriate to waive the minimum game rule for those impacted schools. The Board did not feel it appropriate to modify the three-practice rule, however. Acclimatization in the sport of football has been a focal point of our Sports Medicine Advisory Committee over the past decade, and the medical professionals who advise us believe it is vital to the safety of our student-athletes. Given how many student-athletes have been negatively impacted by this strike, at the very least, it was a positive to eliminate some of the unknowns as it relates to the timeline for CPS football teams to participate in the IHSA playoffs.”
This appeal ruling adjusts and clarifies certain points regarding the pairing and seeding of Chicago public schools in the IHSA Football Playoffs, which will occur on Saturday, October 26. It does not alter any conditions regarding the ability of those schools to actually participate in the playoffs if the strike is still in effect on the first date of competition in the playoffs (November 1).
“We have received several inquiries about the IHSA Board hearing today’s appeal, while not reviewing a previous soccer appeal request,” said Anderson. “The reasoning is very clear. The previous soccer appeal sought to participate during the strike, which we are simply unable to compromise on due to the safety and liability concerns it places upon on the participating students, schools, host venues, game officials, Chicago Public Schools and the IHSA. The appeal today was related to football playoff qualification rules that are contingent upon participation occurring only after the strike is settled.”
Some additional FAQ that relate to the IHSA Football Playoffs are provided below:
Q. Will the IHSA football playoff pairings include Chicago public schools that are currently on strike?
A. Yes. Schools that are on strike still have the potential to return to play and participate in the IHSA playoffs if they restart practice no later than Wednesday, October 30. Since the IHSA has no way of knowing when the strike will be resolved, these schools will be included in the playoff pairings.
Q. Will schools that are on strike but have played less than the required eight games be included in the pairings?
A. Yes. The IHSA Board of Directors waived this provision of the Football Terms and Conditions on appeal, allowing schools that had played only seven games — including Simeon and Phoenix — to be eligible for the playoffs.
Q. Will Chicago Public League conference representatives (champions) be admitted to the playoffs automatically?
A. Yes. The Football Terms and Conditions normally require five conference games to be played, but this provision has been waived routinely when a conference loses a member school on short notice and cannot find a replacement to fill out its schedule. The teacher's strike presents a similar predicament and a waiver of this provision has been granted to all playoff-eligible Chicago Public League conferences.
Q. Will "playoff points" (opponents' wins) be counted from regular-season games that were scheduled to be played but had to be canceled because of the strike?
A. Yes. These "double forfeits" will be handled in a manner similar to regular forfeits. In a regular forfeit, both the winning and losing team accumulate the wins of the opponent toward their "playoff point" totals. The handling of double forfeits caused by a strike has never been considered before, but the Executive Director has ruled that the playoff points from such games will be counted in a similar manner.
Q. Which scheduled games will be included in the playoff point calculation?
A. All games that were scheduled before the strike started will be included in the playoff point calculation.
Q. What happens if the Chicago schools that are included in the playoffs are not able to practice by Wednesday, October 30?
A. In this case, the schools will be required to forfeit their first-round playoff games. If two striking schools happen to be paired against each other, the game will be recorded as a double forfeit.
Q. If a team is scheduled for a home game in the playoffs and is awarded a forfeit, will it count as a home game with regard to the playoff hosting policy?
A. No. A forfeit will not count as a home game for the winning school.

From Coach Ed Berberich:
The Soccer Aces hosted the Princeton Tigers Thursday night, winning 3-0. The Aces came out strong and put up a lot of shots from the start, but weren't able to get one in the net until the 33rd minute, when Rayce Loudermilk was fouled in the box, giving the Aces a penalty kick. Britton Heinrich then hit the PK to give the Aces the 1-0 lead heading into the break. The 2nd half was similar to the 1st, with the Aces putting up plenty of shots but not able to get any to go in, until Heinrich scored his 2nd goal of the match to give the Aces a little bit of cushion with 25 minutes remaining. The Aces were able to put the game away with 8 minutes remaining when Heinrich scored his 3rd goal of the game on an assist from Beau Stipp. For the match, the Aces took 35 shots, 23 on frame, created 20 chances, took 1 corner, and had 3 interceptions. The Tigers weren't able to get any official shots off in the match. Tye Kanipe had 5 saves in goal.
We really came out on fire, which as we've said, is something we're wanting to see more of. You could tell the boys were looking forward to this one, and starting off with that level of intensity set the tone for the game, which carried through the whole match. We needed it too, because the Princeton goalie is one of the best opposing keepers we've seen in years. He was able to keep them in the game with a lot of saves throughout the match, and he frustrated us a bit in our finishing. But I think coming out with the attacking attitude that we had helped us play through that and keep working to put up good shots. If we had come out flat and their keeper starts making saves like he did, we probably wouldn't have worked through it as well as we did. Defensively, our back line of Brady Decker, Gui Silva, Jack Deisher and Adam Stoneberger really did a great job of shutting everything down before it got too dangerous. It was a complete effort by those 4, and Jarrett West in front of them. Deisher in particular played some great individual defense on their best attacker. We knew he was dangerous as he's hurt us in the past, and is having a great year currently as well, so trying to contain him was going to be one of the keys to the game. We've got multiple guys I would trust to put on the other team's most dangerous player, but Jack lobbied to be able to match up with him, so along with Adam helping out at times, we went with that and he backed it up all night.
The JV Aces picked up a win as well, also by a score of 3-0. Landon Lagow scored in the 13th minute on an assist from Conner Adams, giving the Aces the 1-0 halftime lead. Gavin Smith scored 6 minutes into the 2nd half on an assist from Eli Bertram, with Bertram adding the final Aces' goal 8 minutes later.
The JV guys have had a good season so far, outside of the Olney match which was just an off night for the whole team. They're playing aggressively in attack, and passing the ball around well for a young group. We need to continue working on our shape when we're attacking and being a little more patient at times as we build up play from the back and through the midfield area. Overall though, we're liking what we're seeing from these guys and if they can keep developing themselves as players, there's a lot of potential there.
The Aces record now stands at 13-0-1 (JV 5-1). Their next match is home at the Wabash Valley College field on Tuesday October 8th at 4:30 pm against Newton.
The MCHS Soccer Aces traveled to Vincennes Tuesday night to take on their former Big 8 foe, the Lincoln Alices, winning 5-0. The Aces scored 2 quick goals in the 7th and 8th minutes of play to take an early lead. Checco Terna scored the first goal, with an assist from Beau Stipp, which was quickly followed by Britton Heinrich scoring for the 2-0 lead. Heinrich scored again in the 31st minute, assisted by Rayce Loudermilk. Stipp scored the 4th Aces goal of the half 2 minutes later on an assist from Jack Deisher with a key pass from Eli Bertram. Checco scored his 2nd goal of the match after halftime on an assist from Gui Silva, giving the Aces the final 5-0 lead. For the match the Aces took 36 shots, 28 on frame, created 13 chances, took 3 corners and had 4 interceptions. The Alices took 2 shots, 1 on frame.
Our passing & possession game was very good in this one, but Lincoln helped us out a little in that regard as they didn't put a lot of pressure on us when we had the ball. Likewise though, we kind of matched their intensity in that same area for a good portion of the start of the match. We're wanting us to establish our aggressiveness to, and movement off, the ball and set the tempo early in these matches, but sometimes we seem to ease in to these games rather than coming out with that attacking attitude in defense and attack. Hopefully we can develop that mentality a bit more as we head into the playoffs in a couple weeks, because if we can come out with the desire to try to take control from the start, we can be pretty dangerous. There was a lot of good in this one though, especially the way we moved the ball around and consistently looked for the best options to score against a defense that was packing it in on us. As we've gotten into the season, we're starting to see a lot more of that type of defending from the other teams, and it's given us some trouble at times. In the 1st half of the last game, against Olney, we struggled with solving that, so it was good to see us handle it better this time. Olney did a good job of being physical with us though and they pressured the ball more quickly. We'll probably vstart to see more of that, so working through those types of games will be a big test for us.
The Aces then beat Lincoln 4-0 in the JV contest. Gavin Smith scored the first goal in the 12th minute to give the Aces the 1-0 lead. Landon Lagow scored in the 15th minute, assisted by Smith. Lagow scored his 2nd goal of the match on an assist from Eli Bertram to give the Aces a 3-0 lead. Smith completed the scoring when he notched his 2nd goal on an assist from Drew Glick. Carter Horrall and Glick each had a save in goal.
The match started poorly for us, as the Alices were able to keep the ball on our side of the field for most of the first 10 minutes or so. We fought through that though and slowly started to build up some attacks, and then especially after Smith hit that first goal, we turned it around the rest of the way and controlled the match.
For the season, the Aces' record now stands at 12 - 0 - 1 (JV: 4 - 1). Their next match will be a Varsity/JV contest on Thursday October 3rd at 5:30 pm against a very good Princeton squad at the Wabash Valley College field.
