WHEN:                      July 20, 2022 at approximately 8:28 a.m.

                                   

VEHICLES:              Unit 1 – 2000 Gold Toyota Sedan

                                    Unit 2 – 2023 Black Peterbilt Truck-Tractor Semi-Trailer Combination

 

DRIVERS:                 Unit 1 – Thurman O. Terrell, 75-year-old male from Ridgway, IL – Flown to a regional hospital with life-threatening injuries.

                                    Unit 2 – Johnathan M. Campbell, 30-year-old male from Carmi, IL

 

PRELIMINARY:      Preliminary investigation indicates the following occurred: Unit 1 was traveling northbound on Shawneetown New Haven Road.  Unit 2 was traveling eastbound on Illinois Route 141.  For unknown reasons, Unit 1 failed to stop at the intersection and struck the trailer of Unit 2.  Unit 1 driver was flown to a regional hospital with life-threatening injuries.  Unit 2 driver claimed no injuries on scene.  Unit 1 driver was cited for Disobeyed Stop Sign and Driver Required to Wear Seatbelt.  There is no further information available. 

 

CHARGES:               The driver of Unit 1 was cited for Disobeyed Stop Sign and Driver Required to Wear Seatbelt.

 

All subjects are presumed innocent until proven guilty in a court of law.

“Felony Lane Gang” Member Who Defrauded Illinois Bank Using Stolen Identity Sentenced to 42 Months in Prison

East St. Louis, Ill. – Delvin O.E. Mills, 29, of North Lauderdale, Florida, was sentenced to 42 months in prison on Wednesday, July 20, 2022, in connection with his involvement in a bank fraud scheme which targeted female victims in Southern Illinois. Mills was also ordered to pay restitution, a $2,000 fine, and serve five years on supervised release upon his release from prison.

In July 2021, Mills conspired with others to cash stolen checks and fraudulently obtain funds from financial institutions using stolen driver licenses belonging to individuals living in Southern Illinois. The group targeted banks located in Glen Carbon and Wood River.

Mills admitted members of the conspiracy broke into vehicles parked in public places throughout Southern Illinois to steal valuables left in those vehicles. Items included purses and wallets containing ID’s and checkbooks. Members of the organization wrote checks from the stolen checkbooks made payable to other persons from whom the group had stolen identities.

Mills and his co-defendant, Mary Thornhill, attempted to cash checks at local banks using the furthest lane of each bank’s drive-up window to avoid detection by the tellers. The “Felony Lane Gang” is a term used by law enforcement to describe individuals who use this tactic to defraud banks. Mills admitted that on July 19, 2021, he and Thornhill went to Regions Bank in Glen Carbon, Illinois, and successfully cashed a check made payable to a person whose identity had been stolen. Mills and Thornhill were arrested by officers with the Glen Carbon Police Department within minutes of leaving Regions Bank.

“This case involves a criminal scheme that has unfortunately become far too common in our District,” said United States Attorney Rachelle Aud Crowe. “This office is committed to assisting our local law enforcement partners in their investigations of these serious crimes and to holding those individuals who target our communities, defraud our financial institutions, and steal the identities of innocent victims accountable. The significant prison sentence imposed by the court in this case is not only just punishment for this defendant, but should also serve as a warning to others contemplating such crimes.”

Prior to arriving in Southern Illinois, Mills pleaded guilty to similar charges in the District of Oregon. Mills was on pre-trial release pending sentencing in Oregon when he fled the state. On June 5, 2021, Mills was arrested in Las Vegas, Nevada, for breaking into cars. After his release in Nevada, Mills traveled to the Southern District of Illinois to continue his spree. On July 14, 2022, Mills was sentenced in the District of Oregon to 55 months in prison. According to the Judgment entered in the Southern District of Illinois, Mills’ two federal sentences will run consecutively—for a total of 97 months in prison.

Mills’ co-conspirator, Mary Thornhill, has pled guilty and will be sentenced next month. Thornhill’s sentencing is scheduled for August 17, 2022.

The investigation was conducted by the following Illinois Law Enforcement Agencies: Glen Carbon, Clinton County, Germantown, Belleville, New Baden, Salem, and O’Fallon. Other agencies assisting with the case were the Kirkwood, Missouri, and St. Louis County Police Departments, along with the United States Secret Service and the Fairview Heights Domicile Office of the Springfield Resident Office.

Vandalia Man Pleads Guilty to Drug and Gun Offenses

EAST ST. LOUIS, Ill. – Shane Hans, 45, of Vandalia, Illinois, pled guilty in federal court on Thursday, July 21, 2022, to one count of distribution of methamphetamine, one count of possession with intent to distribute methamphetamine, and one count of felon in possession of a firearm. As part of his guilty plea, Hans acknowledged that on May 14, 2021, he possessed, with intent to distribute, approximately 15 grams of methamphetamine that was recovered by law enforcement officials from his residence in Vandalia, Illinois. Hans also acknowledged he possessed a firearm recovered from his residence on that date, while knowing he was a convicted felon. Hans further acknowledged on July 24, 2021, he knowingly distributed approximately 14 grams of methamphetamine from his residence in Vandalia. Hans is scheduled to be sentenced on November 17, 2022. Hans faces a maximum sentence of 20 years imprisonment.

U.S. Attorney Rachelle Aud Crowe thanks the Federal Bureau of Investigation-Springfield Field Office and the Fayette County Sheriff’s Office for their work in investigating the case and notes that, “this kind of cooperative effort between federal and local law enforcement agencies is essential to making our communities safer.”

Clinton Man Arrested for Attempted Murder

Sullivan County - On July 20, 2022, at approximately 11:20 a.m., Sullivan County Dispatch Center received a 911 call reporting a stabbing at 110 West Graysville Street, Sullivan, Indiana. 

When officers arrived at the residence, they discovered that the victim had been transported by a family member to the Sullivan County Community Hospital for immediate medical care.  The suspect was still located inside the residence. At approximately 12:50 p.m., the suspect came out of the residence and turned himself over to the police without any further incident. 

The suspect was then identified as Dustin Wheeler, age 40, of Clinton, Indiana. He was taken into custody by officers and transported to the Sullivan County Jail where he is now incarcerated. 

The victim was transported to Sullivan County Community Hospital by a family member and was later flown by air ambulance to a hospital in Indianapolis.  

The investigation is being conducted by Indiana State Police Detectives Ryan Winters, Jason Schoffstall, Angie Hahn, and Trooper Brad Miller, with assistance of First Sergeant Matt Mischler and CSI Sergeant Branden Mullen of the Putnamville State Police Post.

Assisting Agencies:  Sullivan City Police Department, Sullivan County Sheriff’s Department, and Sullivan County Prosecutor’s Office.

Arrested and Charges:  Dustin Wheeler, 40, Clinton, IN

  • Aggravated Battery, Level 3 Felony

Law enforcement cracking down on speeding in 6-state operation

INDIANAPOLIS — Law enforcement agencies in Indiana are taking part in a multi-state effort to address the troubling rise in speeding and aggressive driving. Across the Midwest, officers will be out in full force showing zero tolerance for drivers traveling above the posted speed limit.

The Speed Awareness Day enforcement campaign will take place on July 27 and is part of the National Highway Traffic Safety Administration’s “Great Lakes, High Stakes” initiative. The overtime patrols are funded with federal grants administered by the Indiana Criminal Justice Institute (ICJI).

Participating states include Indiana, Illinois, Michigan, Minnesota, Ohio and Wisconsin.

“We have a growing crisis on our roadways and driving too fast and aggressively is at the center of it,” said Devon McDonald, ICJI Executive Director. “This isn’t a game. There are no second chances. If you die in a crash or end up killing someone, that’s it. We can and we must break this cycle.”

Mirroring national trends, Indiana has seen a drastic increase in deadly crashes and speeding-related fatalities since the start of the pandemic.

In 2020, a total of 897 people lost their lives on Indiana roads, a 10% increase from 2019. Of those fatalities, 238 or approximately one-fourth involved speeding. That’s the highest number in the past decade and an 18% increase from the previous year, despite having fewer drivers on the road.

Even more concerning, early projections from ICJI show that overall traffic deaths rose last year to 931 fatalities, and Indiana is once again on track to surpass that in 2022. Speeding, along with other dangerous driver behaviors, such as impaired driving and not wearing a seat belt, are some of the leading causes.

“People who travel at excessive speeds are more likely to engage in other forms of reckless driving,” said Robert Duckworth, ICJI Traffic Safety Director. “Speeding, by itself, puts people at risk, but when you combine that with other unsafe choices like drinking or texting while driving, you’ve got a recipe for disaster.”

Statistics show that young people, especially male drivers, are particularly susceptible to high speeds and represent the largest demographic involved in speeding-related crashes. Parents are encouraged to talk to their teens about the dangers of speeding and ignoring the rules of the road.

“Parents are critical to making a difference on this issue,” McDonald said. “Teens will often adopt driving habits based on those around them, whether good or bad, which is why we need every driver, parents especially, to set a good example.”

Throughout the campaign, law enforcement officers will be issuing citations for those driving above the posted speed limit, as well as working to raise awareness about the deadly consequences of speeding and aggressive driving.

Speeding reduces a driver’s ability to steer safely around another vehicle, a hazardous object or an unexpected curve. As speed increases, so does the likelihood of a crash and the degree of crash severity leading to more severe injuries for the driver, passengers, pedestrians and other road users.

Speeding also increases the potential for loss of vehicle control, especially in inclement weather, and reduces the effectiveness of occupant protection equipment.

Drivers who encounter someone speeding or following too closely should allow them to pass by safely steering out of the way. Since speeding is tied to aggressive driving, it’s important to give them plenty of space, as they may lose control of their vehicle more easily.

Motorists are encouraged to call the police if they believe a driver is following or harassing them.

WHEN:                       July 22, 2022 at approximately 3:30 p.m.

DRIVERS:                   Unit 1- Olivia Flexter, 22-year-old female from Clay City, IL – Flown to a regional hospital with life-threatening injuries.

                                    Unit 2- Patrick Gaboury, 29-year-old male from Clinton, IA

 

PASSENGERS:           Unit 1- Evelyn Flexter, 61-year-old female from Clay City, IL – Deceased

                                    Unit 1- 8-year-old female from Clay City, IL - Deceased

                                    Unit 1- 3-year-old male from Clay City, IL – Flown to a regional hospital with life-threatening injuries.

                                    Unit 1- 4-year-old female from Clay City, IL – Flown to a regional hospital with life-threatening injuries.

 

PRELIMINARY:        Preliminary investigation indicates the following occurred: Unit 1 was traveling south on US Route 45 near 2200 North in Wayne County. Unit 2 was traveling north at the same location. The driver of Unit 1 attempted to turn east onto 2200 North, in front of Unit 2. Unit 2 struck Unit 1 and Unit 1 left the roadway to the east and struck a tree. A passenger in Unit 1 was pronounced deceased on scene. A juvenile passenger in Unit 1 was flown to a regional hospital and later pronounced deceased. The driver of Unit 1 and two passengers were flown to regional hospitals with life-threatening injuries. The driver of Unit 2 reported no injuries on scene. This crash is under investigation and no further information is available.

 

CHARGES:                 The driver of Unit 1 was cited for Failure to Yield Right of Way.

Carmi Dumps Republic In Favor Of Bulldog

After month after month of problems and missed pickups with Republic Services, the city of Carmi is moving to a new trash provider.

Here’s a release the Carmi Police Department sent out today:

Effective July 31, 2022 Republic’s waste collection contract with the City of Carmi will expire.  Beginning Monday, July 25, as Republic picks up your trash they will also pick up their blue trash tote. 
 
Beginning August 1, 2022, Bulldog will become the waste collection provider for the City of Carmi.  Your trash day will remain the same.  Bulldog will be working to deliver carts as quickly as possible.  However, if your cart has not been delivered by your normal trash day, please place your trash on the ground in bags and Bulldog will pick it up. 
 
Due to the expiration of the Republic contract, and the acceptance of a new contract, the new trash rate will be $18.50 per month and will be reflected on the next Light and Water bill.  The City of Carmi regrets any inconvenience and appreciates your patience and understanding during this transition. 

Reckless Driver Complaints Lead To Drug Charges For Keensburg Man

On 7/14/2022, Mt. Carmel Police arrested Johnathan L. Schrodt, age 37, of Keensburg, for Driving While License Revoked, Possession of Methamphetamine and Possession of Drug Paraphernalia.  Police received two public complaints about a reckless driver operating a silver Pontiac Vibe.  Police located the vehicle at 9th & Mulberry where contact with made with the driver, identified as the above defendant.  Schrodt was unable to provide proof of ownership of the vehicle, claiming he had recently purchased it but had no documentation to confirm this claim.  During this time, it was discovered Schrodt also had a revoked driver’s license as well.  Due to these circumstances, Schrodt was informed the vehicle would be impounded and as the police began a vehicle inventory for the tow, they discovered a glass lightbulb pipe with residue that is commonly used to ingest narcotics, two containers of suspected methamphetamine, another glass pipe with residue, and a pink colored liquid inside a container.  These items were taken as evidence for further drug analysis with Schrodt being charged with the above offenses.  

Mt. Carmel Woman Jailed For Battery After Altercation With Another Woman

 

On 7/21/2022, Mt. Carmel Police arrested Shana M. Gillihan, age 38, of Mt. Carmel, on a charge of Battery following an alleged altercation with another female.  Police were called to a residence in the 200 block of East 1st Street where the complainant claimed Gillihan made unwanted physical contact with her during the dispute.  After speaking to both parties and seeing a video of the incident, police placed Gillihan under arrest.  Gillihan was transported to the Wabash County Jail where she was charged and later released after posting bond. 

Mt. Carmel Man Picked Up On Probation Violation Warrant

On 7/21/2022, Mt. Carmel Police arrested Kyle W. Dyson, age 27, of Mt. Carmel, on a Wabash County Warrant for Violation of Probation.  Police observed Dyson as a passenger in a Ford Explorer at 3rd & Walnut Street and knew of the active warrant for his arrest.  Dyson was stopped, placed under arrest, and transported to the Wabash County Jail where he is being held on a $1000 cash bond.
