On 8/23/19 Mt. Carmel Police arrested Kelsea N. Collom, age 25, of Monroe City, IN, for Unlawful Display of Registration and Operating an Uninsured vehicle and her passenger Patricia J. Winnett, age 42, of Oakland, IL, on a Douglas County, IL Warrant, Possession of Drug Paraphernalia, and Unlawful Use of Weapon following a traffic stop in the 600 block of N Market Street. During the stop it was discovered that Winnett had a stun gun, a glass smoking pipe commonly used to ingest narcotics, and the Douglas County Warrant. Both Collom and Winnett were placed under arrest and transported to the Wabash County Jail. Both were later released after the posting of bond.
