School Board Explores Renovating/Preserving Riverview Stadium

The Wabash District #348 school board has given Superintendent Dr. Chuck Bleyer the green light to move forward looking at plans to renovate and restore Riverview Stadium.

Bleyer told the school board that he has consulted with an Evansville firm that oversaw the renovation of the Reitz Bowl. Bleyer said the stadium is in desperate need of attention and these plans would look at preserving the historic structure built in 1927… 

Bleyer said other improvements are also being explored including putting a non-slip surface on the steps to prevent slipping and the stadium concrete would be sealed as well. He’s hoping the work can start soon enough to be finished no later than the start of next year’s football stadium, but possibly as early as next Spring’s graduation. No cost estimates were offered on the project which will be largely paid for by grant monies and revenue generated from the 1% sales tax. Final board action on the project is expected at the October meeting.

SOUTHEASTERN ILLINOIS DRUG TASK FORCE ANNOUNCES DRUG ARRESTS

On September 28, 2021, the Southeastern Illinois Drug Task Force (SEIDTF) obtained two arrest warrants pursuant to multiple drug investigations conducted in the Salem area. The arrest warrants were for Michael J. Lyday Jr., a 37-year-old male of Salem, IL and David Purcell, a 66-year-old male of Salem, IL.

On September 28, 2021, the South Eastern Illinois Drug Task Force (SEIDTF) and Salem Police Department executed a narcotics search warrant.  Michael Lyday Jr. was arrested at a residence in the area of North Broadway in Salem.  David Purcell was arrested at a residence in the area of Vincent Street in Salem. Lyday Jr. and Purcell were charged with the offenses of Delivery of Methamphetamine (Class X Felony), Possession of Methamphetamine (Class X Felony) and Operation of a Drug Involved Premises (Class X Felony). Lyday Jr. and Purcell are jailed at Marion County awaiting a bond hearing.

SEIDTF is comprised of the Salem Police Department, the Flora Police Department, the Effingham County Sheriff’s Office, the Robinson Police Department, and the Illinois State Police. This investigation was a cooperative effort amongst the member police departments in an effort to curb drug usage and violence in the area.  We recognize our partnership with the public is an important component for improving the quality of life for our citizens and children.

At their monthly meeting Monday night, the Wabash General Hospital Board of Directors heard an update on the hospital’s strategic plan that was developed in 2019. President/CEO Karissa Turner said one of the biggest accomplishments over the last two years has been the various “best place to work” awards Wabash General has received…



Turner said Wabash General has developed a culture of success in the community…

Turner highlighted other accomplishments including the opening of the Wabash Community Health Center that offers behavioral health services, new scholarship students that will return to the hospital, and the extensive building projects that are continuing.

ISP INVESTIGATES TRAFFIC CRASH

WHAT:                        Two Vehicle Personal Injury Traffic Crash

WHERE:                   Bilek Road just south of Hicks Rd, Marion County

WHEN:                      Sept. 28, 2021 at approximately 4:46 p.m.

VEHICLES:              Unit 1 – 2015 Red Jeep Grand Cherokee

                                    Unit 2 – 2018 Gray Ford Utility

DRIVERS:                 Unit 1 – Lisa J. Miller, 58-year-old female from Alma, IL – Transported to an area hospital with non-life-threatening injuries.

 

Unit 2 – Shaun M. Huerta, 28-year-old male from Alma, IL – Transported to an area hospital non-life threatening with injuries.

 

PASSENGERS:         Unit 2 – Debra L. Huerta, 56-year-old female from Lisle, IL – Transported to an area hospital non-life threatening with injuries.

PRELIMINARY:      Preliminary investigative details indicate the following occurred: Unit 1 was traveling northbound on Bilek Road just south of Hicks Road in Marion County.  Unit 2 was traveling southbound on Bilek Road at the same location.  For an unknown reason Unit 1 crossed the center of the roadway and drove on the wrong side into the path of Unit 2.  Unit 1 struck Unit 2 causing Unit 1 to overturned.

 

CHARGES:               The driver of Unit 1 was issued a citation for Driving on the Wrong Side of the Roadway.

 

The public is reminded that all persons are presumed innocent until proven guilty in a court of law.

Suspicious person call leads to arrest of Princeton man

On September 27, 2021, at 7:08 p.m. Gibson County Central Dispatch received a report of a suspicious person in the area of the 4500 block of West 125 South near Owensville. Deputy Brian Naas was dispatched to the area and located the male who upon seeing Deputy Naas began to flee on foot from the officer. After a brief chase Deputy Naas placed the male who was identified as 40-year-old Matthew Greer of Princeton into custody. During an investigation into the incident Methamphetamines and drug paraphernalia were found in Mr. Greer’s property. At the conclusion of the investigation Deputy Naas transported Mr. Greer to the Gibson County Jail where he was charged with Possession of Methamphetamines, Possession of Paraphernalia, Resisting-Fleeing, and Resisting Fighting. He remains in custody on these charges as well as an outstanding warrant out of Gibson County for Auto Theft.

Assisting Deputy Naas in his investigation was Captain Bryan Ellis, Deputy Zach Lienemann, Deputy Quinten Might, and Owensville Town Marshal Rodger Leister.

Traffic stop leads to arrest of Evansville man on DUI charge

On September 26, 2021, at 11:57 p.m. Gibson County Deputy U.B. Smith conducted a traffic stop on a White 2009 Kia Sorento for speeding on US 41 near State Road 68. Upon approaching the vehicle Deputy Smith could detect the odor of an alcoholic beverage coming from the driver 68-year-old Clarence Hamilton of Evansville, Indiana. At that point Deputy Smith began a roadside DUI investigation. At the conclusion of his investigation, he placed Mr. Hamilton into custody and transported him to the Gibson County Jail where he was charged with Operating a Vehicle While Intoxicated. He remains in custody on a $650 bond.

Traffic accident leads to arrest of Petersburg man on DUI charge

On September 26, 2021, at 10 p.m. Gibson County Central Dispatch received a report of a vehicle in a ditch on State Road 65 north of Princeton near Severn’s Bridge. Officers from the Princeton Police Department as well as the Gibson County Sheriff’s Office were dispatched to the scene. Upon arriving officers detected the strong smell of an alcoholic beverage coming from the driver 62-year-old Larry Dunn of Petersburg. Deputy Brian Naas then began a roadside DUI investigation that resulted in Mr. Dunn being taken into custody and transported to the Gibson County Jail. Upon arriving at the jail Mr. Dunn was charged with Operating a Vehicle While Intoxicated. He has since posted a $650 bond.

Assisting Deputy Naas in his investigation was Princeton Officers Jeremy Robb, Matt Perry, and Sergeant Travis Lashbrook.

911 call leads to arrest of Patoka man on battery charges

On September 26, 2021, at 7:49 p.m. Gibson County Central Dispatch received a 911 report of a disturbance at a residence on Mary Ann Drive in Patoka. Deputy Brian Naas and Sergeant Bruce Vanoven were dispatched to the area and began an investigation into the call. During the investigation Deputy Brian Naas collected statements from all the parties involved and then placed 44-year-old James Stocker of Patoka into custody and transported him to the Gibson County Jail. Upon arriving at the jail Mr. Stocker was charged with two counts of battery. He has since posted a $500 bond.

ILLINOIS STATE POLICE REDUCE FOID BACKLOGS

ISP News Release:

Because the Illinois State Police is rebuilding the Firearms Services Bureau – focusing on public safety and streamlining bureaucracy – the agency has reduced backlogs by 89 percent for renewals and 75 percent for new applicants. The agency has also significantly increased its revocation efforts in the wake of the murders in Aurora in 2019.

With a surge in applications in 2020, the FSB began a multi-faceted approach to increase efficiencies to reduce processing times, delete redundancies and streamline the process to eliminate future backlogs. The improvements have been three-fold: technology and process, hiring and legislation.

The combination of these efforts is already producing results with the FOID renewal backlog being reduced by 89 percent and the new FOID card backlog being reduced by 75 percent. Despite the high number of Firearm Transaction Inquiries – a number has remained consistent high for the past 18 months, the FSB is currently processing within the mandated 72 hours.

Technology and Process Improvements

In 2020, the FSB received an unprecedented number of new FOID and CCL applications. At its peak, applications for new FOID cards hit nearly 143,000 in October 2020.

The ISP had conducted an efficiency study on the FSB in March 2020 and discovered 72 opportunities to improve. Some of those changes had already been implemented and others are in the process of being developed and implemented.

After a review of the FOID statutes, the ISP supported legislation for a streamlined process for FOID renewals coupled with combining FOID and CCL expiration dates that will allow for further reduction in processing times by reducing the number of redundant background checks. Additional proposals to streamline the new FOID applications, and CCL new and renewal applications are currently being tested by the software vendor and ISP FSB.

Hiring

The ISP has been in the process of hiring new analysts to process applications since early 2020.  The hiring process is ongoing and includes a minimum six-month training program to ensure applications are accurately and efficiently processed. Since early 2020, FSB has hired 35 Firearms Eligibility Analyst Trainees and will continue to hire additional analysts in the coming months. In addition to hiring analysts, the ISP also hired more call takers and other administrative personnel to improve application processing. The ISP will continue to refine applications processes and improve software systems to increase efficiencies with temporary contractual employees. 

 

Legislation

 

In addition to hiring and improving technology and processes, the ISP advocated for legislative changes in the Spring and Summer of 2021. HB 562 was the first significant rewrite of the FOID Act since 1968. It also offered many revisions to the CCL Act and Appeals processes. 

 

To streamline existing firearms statutes and focus resources on threats to safety, the legislation:

  • Consolidates the FOID and CCL card into a single card.

  • Renews FOID eligibility in sync with CCL eligibility by allowing automatic renewal of FOIDs when a CCL is approved or renewed.

  • Grants the ISP the authority to create an electronic card, like when you get on a plane or get a vaccination or go to a movie, in lieu of an antiquated paper card, that can be instantly updated to reduce wait times and communicated by email or text.

  • Allows for the use of Secretary of State address information rather than require card holders to submit separately (and redundantly) for a FOID.

  • Establishes the Violent Crime Intelligence Task Force to aid in enforcement of FOID card revocation or suspension enforcement.

  • Creates a publicly searchable database that contains the serial numbers of weapons that have been reported stolen.

 

Safety Enforcement

The Illinois State Police is ensuring the mission for firearms enforcement is to focus on safety, not bureaucracy, to make it hard for the bad guys and easy for the good guys.  The Division of Criminal Investigation (DCI) will continue to conduct enforcement details but will strengthen partnerships to ensure revoked FOID cards are returned and the weapons the FOID cardholder possessed are accounted for.

Since 2019, DCI conducted more than 450 firearms enforcement details, with over 1,300 prohibited persons placed directly in compliance and over 10,000 firearms dispositions accounted for.  To ensure procedures are consistent, DCI created the position of Statewide Gun Coordinator to create policies and procedures for FOID revocation details across the ISP. The details will recover revoked FOID cards and complete Firearm Disposition Record to ensure the guns don’t remain with a revoked cardholder. The ISP has received additional funding sources that will strengthen the ISP’s ability to trace firearms data, conduct revocation details partnering with local

agencies and expand enforcement. In addition, the ISP has conducted investigations of Concealed Carry Instructors throughout the state that resulted in more than 1,000 Concealed Carry License holders receiving additional training or having their permits revoked as a result of insufficient training.

Appeals

The newly created Office of Firearms Safety will timely review cases of those requesting the restoration of their right to possess firearms to determine if they are eligible under Illinois law.  The ISP created the Office of Firearms Safety in 2020. The Firearms Safety Counsel (FSC) provides guidance and on the removal and restoration of firearms rights and privileges. The FSC developed protocols and procedures for evaluating risks regarding individuals who have been denied access to firearms or are revoked under Illinois law. The Office of Firearms Safe reduced the backlog of pending appeals by 17%. The vast majority of appeals are now completed within 60 days of file completion. The appeals bureau will support in the implementation of a newly-statutorily created bi-partisan FOID appeals board.
