County Getting Outside Help In Administering ARPA Money

Wabash County is receiving $2.2 million in federal money under the American Rescue Plan. But there are strict guidelines placed on how the money can be spent and if those guidelines aren’t met, the federal government can demand repayment of the funds. To protect the county from facing an issue with the process, Wabash County Commissioners Monday voted to spend $20,000 with Bellwether GPS, a Veteran owned, Illinois based consulting firm providing services to both public and private sector clients. Bellwether will advise Wabash County officials on how and where the money can be spent, something board chairman Rob Dean said was a smart decision…

According to Dean, Edwards, Wayne, and Lawrence Counties have entered into similar agreements with Bellwether.

COVID Cases Spiked Last Month In Wabash County

According to Wabash County Health Department administrator Judy Wissel, July was a particularly rough month for COVID cases in Wabash County as she reported 147 positive cases with one death. She said last month’s total exceeded the positive cases for February, March, April, May, and June combined in Wabash County. This week’s positivity rate in Wabash County is 13.4% leaving us in the orange level and the high community transmission category. COVID testing continues every day between 11 and 3 at the health department. Wissel’s report came at Monday’s Wabash County Board of Commissioners meeting.

Events Planned This Week To Increase Vaccine Access

Getting a COVID vaccine this week will be easier with two events being planned.

At yesterday’s Wabash County Board of Commissioners meeting, health department administrator Judy Wissel said Mt. Carmel Public Utility is hosting a vaccine event tomorrow (Wednesday) from 10 to 1 at their fleet garage as the Pfizer vaccine will be offered.

Then, Wissel said the Illinois Emergency Management Agency will be at Ag Days offering the one-shot Johnson and Johnson vaccine Wednesday through Saturday between 4 and 8pm.

Evansville woman arrested after failing to report traffic accident

On August 3, 2021, at 12:42 a.m. Officers from the Gibson County Sheriff’s Office and Oakland City Police Department were dispatched to the Diplomat Motel located at 1733 S. State Road 57 near Oakland City to investigate possible drug activity. While on scene they observed a minor property damage accident occur when a White GMC back into an unoccupied Black Toyota Tundra. Officers then observed the White GMC leave the scene without investigating the seriousness of the damage. Officers then conducted a traffic stop on State Road 57 near County Road 350 South. While speaking with the driver 34-year-old Sara Ennulat of Evansville Deputy Naas began a roadside investigation. During the investigation drug paraphernalia and Methamphetamines were found inside the vehicle. At the conclusion of the investigation Ms. Ennulat was taken into custody and transported to the Gibson County Jail where she was charged with Leaving the Scene of a Property Damage Accident, Possession of Methamphetamines, and Possession of Paraphernalia. She has since posted a $750 bond.

Assisting Deputy Naas in his investigation was Deputy Loren Barchett and Oakland City Officer John Pace.

TROOPER STRUCK BY DUI DRIVER WHILE INVESTIGATING CRASH

Chicago, IL - On July 31, 2021, at approximately 11:54 p.m., Illinois State Police (ISP) officials investigated a traffic crash involving an ISP Trooper on Interstate 94 southbound (Locals) near 59th Street in Cook County.

On the above date and time, a fully marked ISP squad car occupied with three Troopers, was stationary with emergency lights activated, conducting a traffic stop on I-94 southbound (local lanes) near 59th Street.  During the traffic stop, a three-vehicle property damage crash occurred in the lanes of traffic nearby, causing all traffic to stop.  The Troopers exited the squad car to assist with the crash and relocate the vehicles to the right shoulder.  As one Trooper was in the lane assisting with traffic control, a Red Ford traveling southbound, failed to yield to the stationary emergency vehicle, and the left driver’s side rear view mirror of the Ford struck the left shoulder and upper arm of the Trooper. The Trooper was transported to a local area hospital for treatment and has since been released.

The Ford stopped at the scene and the driver, Alcantar A. Castellanos, a 33-year-old male of Chicago, IL, was charged with a violation of Scott’s Law, Driving Under the Influence, Illegal Transportation of Alcohol, Failure to Reduce Speed to Avoid an Accident and Improper Lane Usage. A person who violates Scott’s Law, commits a business offense and faces a fine of no less than $250 or more than $10,000 for a first offense. If the violation results in injury to another person, the violator’s driver’s license will be suspended for a mandatory period of anywhere between six months and two years. 

So far this year, there have been 17 ISP squad cars struck in relation to Scott’s Law and 10 Troopers have sustained injuries from Scott’s Law-related crashes. The ISP would like to remind the public of the requirements of Scott’s Law, otherwise known as the “Move Over” law. When approaching an emergency vehicle, or any vehicle with their emergency or hazard lights activated, drivers are required to slow down AND move over.

“We are halfway through 2021 and we have nearly doubled the number of squad car crashes and personnel injuries related to Scott’s Law violations, compared to this time last year. It is very important that drivers are aware of the dangers faced by our Troopers and continue to make responsible choices when behind the wheel,” stated ISP Director Brendan Kelly. “Scott’s Law crashes and driving while under the influence, are callous crimes and both totally preventable, so we will continue to enforce for the safety and well-being of all of our citizens,” he concluded.

911 call leads to arrest of Oakland City man

On July 30, 2021, at 8:06 p.m. Gibson County Central Dispatch received a 911 report of a disturbance in the 10000 block of East 125 South. Deputy Bryce Jutzi of the Gibson County Sheriff’s Office and Oakland City Officer John Pace of the Oakland City Police Department were dispatched to the scene and attempted to investigate the 911 call. However, 63-year-old Larry Banks of Oakland City would not cooperate with the investigation due to his level of intoxication. Ultimately Deputy Jutzi placed Mr. Banks into custody and transported him to the Gibson County Jail where he was charged with Disorderly Conduct. Mr. Banks has since posted a $550 bond.

Duo arrested after traveling in excess of 100 mph on US 41

On July 31, 2021, at 5:46 p.m. Gibson County Deputy Garrett Tuley conducted a traffic stop on a Red 2020 Chevy Camaro for traveling 104 mph in a 60 mph zone on US 41. Upon conducting the stop on US 41 near County Road 225 North Deputy Tuley identified the driver as 24-year-old Paige Devience of Chicago, Illinois. While speaking with Ms. Devience Deputy Tuley detected the odor of burnt Marijuana and began a roadside drug investigation. At the conclusion of his investigation Ms. Devience was taken into custody and transported to the Gibson County Jail where she was charged with Reckless Driving, Possession of Marijuana, and Possession of Drug Paraphernalia. She has since posted an $1100 bond. A passenger in the vehicle 22-year-old Tydarius Washington of Orlando, Florida was also taken into custody and transported to the Gibson County Jail where he was charged with Possession of Marijuana.

Fort Branch woman arrested on DUI charges

On August 1, 2021, at 7:55 a.m. Gibson County Deputy Bryce Jutzi conducted a traffic stop on an older model white passenger car for speeding on US 41 near State Road 68. Upon catching up with the vehicle near the intersection of State Road 68 and US 41 Deputy Jutzi identified the driver as 36-year-old Tiffany Nicholl of Fort Branch. While speaking with Ms. Nicholl Deputy Jutzi observed several open alcohol containers that were partially empty. At that point Deputy Jutzi began a roadside DUI investigation. At the conclusion of his investigation, he placed Ms. Nicholl into custody and transported her to the Gibson County Jail where she was charged with Operating a Vehicle While Intoxicated and Operating a Vehicle While a Habitual Traffic Violator. She was also served an arrested warrant for a prior Operating a Vehicle While Intoxicated case she was the suspected offender in. Ms. Nicholl is being held without bond.
