On 8/09/2022, Mt. Carmel Police arrested Russell J. Hargrave, age 59, and Susan D. Peterson, age 62, both of Mt. Carmel, on various charges following a traffic stop in the 600 block of West 3rd Street. The arresting officer observed a tan Lincoln operating with suspended registration plates. The driver was identified as Hargrave, was also found to have a suspended license. The officer noted a strong odor of cannabis coming from the vehicle while speaking to Hargrave. Hargrave was secured in handcuffs and detained pending further investigation. At this time, Peterson, a passenger in the vehicle, stated nothing illegal was inside the vehicle and consented to a search of her purse. The officer located (2) glass smoking devices with a white substance inside of each along with a container that had a white substance inside of it. A field test of the substance later tested positive for methamphetamine. Peterson was also detained at this time. A further search resulted in the officer finding (14) clear bags of cannabis with prices and amounts listed on each bag. Hargrave was charged with Possession of Cannabis with Intent to Deliver, Driving While Suspended and citations related to the registration issues. Peterson was charged with possession of Methamphetamine and Possession of Drug Paraphernalia. Both were released with a Notice to Appear in court.
