Franklin County Resident Circuit Judge Thomas J. Tedeschi Retires

The Second Judicial Circuit is honored to recognize Franklin County Resident Circuit Judge Thomas J. Tedeschi in his retirement from the judiciary. Judge Tedeschi was elected by the voters of Franklin County to serve as their Resident Circuit Judge in 2008. He was retained circuit-wide for the position in 2014 and then again in 2020.

Judge Tedeschi received his Juris Doctorate Degree from Southern Illinois University School of Law. Prior to coming to the bench, he was employed as a Probation Officer, Franklin County State’s Attorney Investigator, Police Officer, and Deputy Sheriff in Franklin County. Judge Tedeschi also served as an Assistant State’s Attorney in Franklin County, a position he held when he was elected Franklin County Resident Circuit Judge. Judge Tedeschi was elected Chief Judge of the Second Circuit and served in that capacity for eight years from 2014-2021.

Second Circuit Chief Judge Melissa Morgan commented on Judge Tedeschi’s retirement stating, “Judge Tedeschi has served the Second Circuit as Franklin County Resident Circuit Judge for 16 years, but his dedication to public service extends far beyond that. From his early work with our justice partners in law enforcement and as an Assistant to the State’s Attorney, to then serving as Franklin County Resident Circuit Judge and the Chief Judge of the Second Circuit, his service is a reflection of his unwavering commitment to the administration of justice. As he embarks on this next chapter of his life, the Judges of the Second Judicial Circuit congratulate him on his retirement.”

Lanes reopening where possible ​for Thanksgiving holiday travel

SPRINGFIELD – The Illinois Department of Transportation announced today that lanes that have been closed for construction will reopen, where possible, for the Thanksgiving holiday to minimize travel disruption.

Non-emergency closures will be suspended from 3 p.m. Wednesday, Nov. 27, to 11:59 p.m. Sunday, Dec. 2.

The following lane closures will remain in place during the holiday weekend. Motorists can expect delays and should allow extra time for trips through these areas. Drivers are urged to pay close attention to changed conditions and signs in the work zones, obey the posted speed limits, refrain from using mobile devices and stay alert for workers and equipment. At all times, please buckle and drive sober.

Over the next six years, IDOT is planning to improve more than 3,200 miles of highway and nearly 9 million square feet of bridge deck as part of Rebuild Illinois, which is investing $33.2 billion into all modes of transportation. Accomplishments through Year Five of Rebuild Illinois include approximately $16 billion of improvements statewide on 6,541 miles of highway, 686 bridges and 986 additional safety improvements.

Rockin' Chicken Slated To Open In Former Long John Silvers Building

The Mt. Carmel City Council has approved TIF funding to bring a new restaurant to the former Long John Silvers location on West 9th Street. Steve Waddle and his wife Sherry McGivney were at yesterday’s City Council meeting asking for the funding to help bring their second Rockin’ Chicken location to Mt. Carmel. They currently operate one on North East 1st Street in a former Long John Silvers location in Evansville. He says the Rockin’ Chicken menu is different than most other restaurants…..

The Council agreed to use $40,000 in TIF funds to facilitate the $225,000 project. Waddle said he plans to start renovating the building in January with a planned Fall 2025 opening.

Calumet City Man Sentenced to 12+ Years in Prison for Carbondale Mail Theft and Bank Fraud Scheme

BENTON, Ill. – A district court judge sentenced a Calumet City man to 154 months’ imprisonment for engaging in a bank fraud scheme using mail stolen from blue collection boxes in Carbondale.

Isaiah Jordan, 31, pleaded guilty in June to one count of conspiracy to commit bank fraud, one count of aggravated identity theft, one count of theft of mail and one count of conspiracy to commit money laundering.

“Communities depend on the U.S. Postal Service to communicate with loved ones and pay bills, but when thieves target collection boxes to steal checks and disrupt the public mailing system, the effects are evident throughout the region,” said U.S. Attorney Rachelle Aud Crowe. “I commend the Carbondale Police Department and the U.S. Postal Inspection Service for leading this complex investigation and ultimately holding these criminals accountable.”

Charged co-conspirators Brian R. Nevils, 25, of South Holland, and Quentin S. Abrams, 25, of Charleston, each pleaded guilty to one count of conspiracy to commit bank fraud and one count of mail theft. The federal judge sentenced Abrams to time served in April and sentenced Nevils to 18 months’ imprisonment in September.

According to court documents, the defendants used a stolen master key to gain access to mail collection boxes throughout Carbondale. The conspiracy involved altering the payees and amounts of stolen checks, depositing the checks into bank accounts of co-conspirators and then transferring the funds into their own accounts or of their associates.

“This sentencing illustrates that individuals who engage in mail theft will be held accountable for their actions.  The Postal Inspection Service will continue to partner with other law enforcement agencies to collectively pursue criminals who victimize postal customers,” stated Inspector in Charge, Ruth Mendonça, who leads the Chicago Division of the U.S. Postal Inspection Service, which includes the St. Louis Field Office.

Nevils, Jordan and Abrams stole and altered more than 100 checks sent by more than 50 individuals through USPS from March through July 2020. The total estimated loss is $396,971.83.

“Our success as law enforcement officers relies in part on the strong partnerships between local and federal agencies in investigating complex crimes that affect our community,” said Carbondale Police Chief and Interim City Manager Stan Reno. “The collaboration between the Carbondale Police Department, the U.S. Attorney’s Office for the Southern District of Illinois, and the U.S. Postal Inspection Service was key in bringing these offenders to justice. Together, we are committed to ensuring the safety and integrity of our city, protecting both our residents and our institutions from fraudulent schemes.”

Following imprisonment, Jordan was ordered to serve three years of supervised release. In addition, the Court ordered Jordan to pay $396,971.83 in restitution to the affected banks.

Demarius L. Flakes, 31, of Blue Island, was also charged in the indictment with one count of conspiracy to commit bank fraud, three counts of mail theft, six counts of bank fraud and one count of conspiracy to commit money laundering. He is in custody in Cook County on separate charges.

An indictment is a formal charge against a defendant. Under the law, a defendant is presumed to be innocent of a charge until proved guilty beyond a reasonable doubt to the satisfaction of a jury.

The Carbondale Police Department and the U.S. Postal Service jointly investigated the case, and Assistant U.S. Attorney Scott Verseman prosecuted the case.

Former Illini Great Among 3 Three Indicted in $1.4 Million PPP Loan Fraud Scheme

EAST ST. LOUIS, Ill. – A federal grand jury returned a 13-count indictment charging three Metro East men for engaging in a PPP loan fraud scheme in East St. Louis.

Dana C. Howard, 52, of O’Fallon, Richard Scott Myers, 63, of Edwardsville, and Glenn Sunnquist, 53, of Swansea, are each facing one charge of conspiracy to commit wire fraud and two counts of wire fraud. Howard is also facing charges for making a false statement, two counts of bankruptcy fraud and three counts of willful failure to pay taxes. The grand jury also charged Myers with one count of monetary transaction in funds derived from a specified unlawful activity and three counts of bankruptcy fraud.

“In one of the most prevalent and widespread fraud crimes in American history, any greedy individuals who sought to steal from the federal government under false pretenses and enrich themselves with PPP funds will be held accountable under the law,” said U.S. Attorney Rachelle Aud Crowe.

In response to financial hardships during the COVID-19 pandemic, the U.S. Small Business Administration utilized the Paycheck Protection Program to offer relief and forgivable loans to struggling businesses. Under PPP, business owners could apply for loans to offset operational costs for payroll, employee benefits, facility expenses and other bills.

According to court documents, Howard and Myers were co-owners of construction company Zoie, LLC, and freight company Zade Trucking, both in East St. Louis. Sunnquist was employed as a bookkeeper for both businesses.

In April 2020, Howard and Myers applied for and received a PPP loan for $1,426,500 and asserted more than $1.3 million of the funds would be used to keep Zoie operational and employees paid during the pandemic. Howard and Myers are accused of using the large loan for their personal use and to the benefit of another business they owned and not the intended use of the funds.

“COVID fraud was massive in scale and ultimately the cost will be paid by American taxpayers for generations to come,” said FBI Springfield Special Agent in Charge Christopher Johnson. “The FBI has opened thousands of investigations across the country targeting COVID-related fraud, working diligently in collaboration with our partners to hold thieves accountable.”

The indictment further alleges that in 2020 both Meyers and Howard filed for bankruptcy indicating they had little to no PPP loan funds left when in fact combined they had $450,000 available to them through cashier’s checks. Howard and Myers are also alleged to have applied for a second PPP loan for more than $1.4 million in January 2021, falsely indicating they were not involved in any bankruptcy proceedings and thereafter also sought forgiveness of the first loan.

“The nation as a whole may have moved on from COVID, but IRS Criminal Investigation continues to track down fraudsters who stole money from pandemic relief programs to enrich themselves,” said St. Louis Field Office Special Agent in Charge Bill Steenson. “Those individuals must be held accountable.”

Sunnquist is accused of falsifying Zoie’s expense records and manipulating old invoices to support the loan’s forgiveness application. In September 2022, SBA denied forgiveness of the loan.

The FBI Springfield Field Office and IRS Criminal Investigation are contributing to the investigation, and Assistant U.S. Attorney Kevin Burke is prosecuting the case.

Road closure planned for U.S. 50 in Knox County

KNOX COUNTY, Ind. – The Indiana Department of Transportation announces a road closure for U.S. 50 in Knox County.

Beginning on or around Tuesday, December 3, crews will close the westbound lanes of U.S. 50 in Knox County near the Daviess County line. This closure will occur between Bottom Road and the White River.

This road closure is for a culvert replacement project. During routine maintenance operations, it was discovered that the pipe under U.S. 50 needs replacement. Work is expected to take a week to complete, depending on the weather.

The official detour for this project is State Road 57 to State Road 61 to State Road 241. Local traffic will have access up to the point of closure.

Mount Carmel man arrested on multiple charges

On November 24, 2024, at 11:32 p.m.  Gibson County Central received call from the Mount Carmel Police Department notifying them of a single vehicle accident where a truck had struck a utility pole and then fled the scene.  Mount Carmel advised that they followed the debris field to the state line, and were unable to locate the vehicle.  At 11:44 p.m. Gibson County Central Dispatch notified deputies that a Gray 2005 Dodge Pickup with Illinois tags had driven past a dead end and into a field past the 500 block of East Warrick Street. 
 
Upon arriving in the area Deputies Michael Bates and Wyatt Hunt located the Gray 2005 Dodge Pickup belonging to 41 year old Brian McCoy of Mount Carmel in the field and searched the area ultimately finding Mr. McCoy in an extreme state of intoxication.  At that point Deputy Michael Bates began a DUI investigation that necessitated Mr. McCoy being medically cleared for admittance to the Gibson County Jail.  Once the investigation was completed Mr. McCoy was transported to the Gibson County Jail where he was charged with:
 
Operating a Vehicle While Intoxicated-Endangerment
Operating While Intoxicated with a BAC over .15
Disorderly Conduct
Leaving the Scene of an Accident
Criminal Mischief
And Resisting Law Enforcement. 
 
Mr. McCoy tested .23 as the result of a certified blood test at Deaconess Gibson Emergency Room.
 
Assisting Deputy Bates in his investigation were Deputies Wyatt Hunt and Levi Sims.
 
All criminal defendants are to be presumed innocent until, and unless proven guilty beyond a reasonable doubt in a court of law.
