ISP INVESTIGATES TRAFFIC CRASH WITH INJURIES

WHAT:                      Single Vehicle Traffic Crash with Injuries

WHERE:                   Interstate 64 eastbound at Milepost 106, Wayne County.

WHEN:                      May 10, 2022 at 8:24 a.m.

VEHICLE:                Unit 1 – White 2008 Peterbilt Truck Tractor Flatbed Trailer                        

DRIVER:                   Unit 1 – Christopher D. Smith, a 39-year-old male from Douglass, KS – Refused medical attention.                          

PEDESTRIAN:         Guillermo Palmerin, a 25-year-old male from Cobden, IL – Transported to an area hospital with non-life-threatening injuries.

PRELIMINARY:      Preliminary investigative details indicate the following occurred: Unit 1 was eastbound on Interstate 64, near Milepost 106, approaching a single lane bridge construction in Wayne County. Unit 1 was hauling an oversized load on the trailer which was within the width requirement for the single lane. Unit 1 crossed over the right fog lane and the passenger side trailer tires and fenders struck the adjacent guardrail to the right causing the guardrail to become airborne. The guardrail landed on the other side of the construction concrete barrier and struck a construction worker in the lower right leg. The worker was transported in a company vehicle to an area hospital with a non-life-threatening injury. No further information will be disseminated.

CHARGES:               Smith was cited for Improper Lane Use and No Proper Evidence of Registration 

All subjects are presumed innocent until proven guilty in a court of law.

 

THE ILLINOIS STATE POLICE INCREASES INCENTIVES TO BECOME A STATE TROOPER

SPRINGFIELD – In an effort to increase its ranks and attract potential future Troopers, the Illinois State Police (ISP) is excited to announce the reimaging of the Fast Track Program into the newly created Lateral Entry Training Program.  The new program is designed to incentivize current law enforcement officers to increase their opportunities and join ISP.

“The Illinois State Police is one of the premier policing agencies in the country, and with the largest budget in State Police history, we are looking to hire many more troopers to protect public safety and seek justice for the people of Illinois,” said ISP Director Brendan F. Kelly.  “The Academy has created the Lateral Entry Training Program to retain the high training standards ISP is known for, but allow current police officers to spend less time away from home and their family.”

The new Lateral Entry Training Program will incorporate much of the current Fast Track Program curriculum and time frame, but provides for training to take place regionally.  Changes include:

  • Cadets will report to the ISP Academy for the first three weeks of the Cadet Class.

  • Cadets will then return home and report daily to a District Headquarters or similar regional training location to receive in-person and online training, with the ability to return to home at the end of each work day.

  • Cadets will return to the Academy during specific phases of their training, however, they will not be required to reside at the Academy for more than three weeks in a row (home for the weekends) and for no more than five weeks total throughout the Cadet Class.

  • Cadets will NOT be required to relocate their residence upon graduation.

  • Cadets will be eligible for retirement at age 55.

 

While at the ISP Academy, Cadets are provided with cutting-edge training in a variety of law enforcement functions.  Upon graduation from the ISP Academy, Troopers will work in one of the 21 patrol districts across the state; however, after an initial assignment to patrol, Troopers will have the opportunity to apply to one of the many specialty positions within the ISP.  These specialty positions include, Drug Enforcement, Violent Crime Investigations, Crimes against Children, Gaming, Public Corruption, Forensic Crime Scene Services, Internal Investigations, Special Weapons and Tactics (SWAT) Team, Air Operations, K-9 Handler, Motorcycle Unit, the Executive Protection Unit, and the Academy.

Lateral Entry Training applicants must be a current certified police officer, have graduated from an accredited law enforcement academy, and have at least two years of experience while employed as a full-time sworn police officer. Applicants will be required to provide proof of successfully completing the National Highway Traffic Safety Administration/International Association of Chiefs of Police approved DWI/DUI Detection and Standardized Field Sobriety Testing training program, or an approved equivalent, prior to starting Cadet Class 138.

June 1, 2022 will be the last day to turn in all applications and required documentation to the ISP Merit Board in order to be considered for the October 2022 ISP Centennial Academy Cadet Class 138.  This new Cadet learning strategy is a hybrid approach and all applicants will still be required to go through the entire Merit Board and ISP hiring process:

  • Testing

  • Background investigation

  • Interviews

  • Medical evaluation

  • Successful completion of the ISPA

HOMETOWN FAVORITE TO OPEN WABASH ROOTS’N’QUE

Darla Groff Flannery has been tapped to open the June 18th, 2022 edition of Wabash Roots’N’Que on the Harris Insurance Pavilion. Darla, who was judged winner of the 2019 RNQ “Emerging Artist” competition, is a lifelong resident of Wabash County.

Growing up in the Lancaster area, she’s now well known throughout the county for her musical talents. Her selections for the performance will include Christian, Country & Pop. In addition to her solos, Darla will be adding sisters Rhonda Grinols & Nancy Olsthoorn to the line-up, and they’ll be featured during several old-time church hymns.

Darla’s 10am performance will kick off a solid 12 hours of American Roots Music, culminating with Nashville artist Mel Tillis Jr, scheduled from 8:30 to 10pm.

In addition to on stage performances, there will be a full schedule of events indoors, hosted next door by the Wabash County Museum. RNQ’s Backyard BBQ Competition, “Smoke On The Wabash”, will provide the aromas for those attending, along with a chance for cash prizes and trophies for the competitors. Mt. Carmel Graduate Commits to a Career with SN Partners and John Deere

This summer, Noah Noble, a 2022 Mt. Carmel High School graduate, will begin his career in diesel technology with Sydenstricker Nobbe Partners as part of John Deere’s TECH program.

Noble, who played baseball and football in high school, says he is excited to begin a career in ag technology, while also being able to stay in the local community. While pursuing his associate’s degree, he will intern at SN Partners’ Albion, IL location.

“I’m excited to learn all that I can this summer in a hands-on environment,” Noble says.

Jake Drone, SN Partners’ Divisional Service Director, is happy to have Noble on board. “Noah is a great student, and he will make a wonderful addition to our team,” Drone says. “He has a great work ethic.”

Chris Taylor, Mt. Carmel High School guidance counselor, stresses the importance of the trades when discussing potential career paths with students.

“Students need to realize that the U.S. needs qualified people in these vital roles,” Taylor says. “These jobs are in high demand; and they pay very well.”

Josh Flint, SN Partners’ VP of Human Resources, adds that today’s farm equipment requires highly-skilled technicians to keep up with John Deere’s cutting edge technology.

“SN Partners recognizes that these roles are vital to the success of our business,” he says. “These aren’t the tractors and combines from 30 years ago. These machines highly technical and we need more technicians with the proper training to keep our farmer customers in the field.”

Once Noble completes the John Deere TECH program, SN Partners will reimburse him for the $24,000 program. In addition, he has a job waiting for him as a service technician.

On May 5, 2022, Flint and Taylor coordinated to host a signing day at Mt. Carmel High School for Noble to celebrate his commitment to SN Partners. “Our company has a history of providing top-notch service to our customers,” Flint notes. “Noah represents the next generation of students who are stepping up to help farmers keep U.S. families fed.”

Deal Reached For Masonic Lodge To Move To Girl Scout Cabin

A tentative agreement has been reached between the city of Mt. Carmel and the local Masonic lodge to move into the former Girl Scout cabin at the top of the hill on Walnut Street near 1st Street. Mason Yale Epler asked the council last month to consider the idea for the group to move from its’ Market Street location to the Girl Scout cabin. At this past week’s city council meeting, the city offered the Masons use of the cabin on a 10 year occupancy lease with no rent being charged. Instead, the Masons will take care of pay for renovating the inside of the building. The city will continue to take care of the outside of the building including mowing. The council is expected to formally approve the lease at their May 16th meeting.

City Employees Benefit From ARPA Funds

Like almost all other local government agencies, the city of Mt. Carmel benefitted greatly financially from the American Rescue Plan. Mayor Joe Judge said Mt. Carmel has received $462,583 in ARPA money so far with $345,000 already spent. Judge explains where a big chunk of that money went…. 

Judge said the premium pay amounts to $1.20 an hour over the last year in backpay. As for the rest of the money, $60,000 went to the fire department, $58,000 to the police department, $32,000 to the water and sewer departments, and $34,000 was used to pay off Merchants Park.  Judge anticipates the city receiving a second payment of $462,583 within the next month of so. A chunk of that money will go to the water department to help pay for water meter upgrades around the city. 

Jury Convicts SIU-C Professor of Concealing Foreign Bank Account from the IRS

Benton, Ill. – Dr. Mingqing Xiao, 60, of Makanda, Illinois, was convicted by a federal jury on Wednesday, May 4, 2022, in connection with lying to federal authorities about a foreign bank account in China in 2017, 2018, and 2019.

Dr. Xiao, a mathematics professor and researcher at Southern Illinois University-Carbondale, was convicted of three counts of Making a False or Fraudulent Statement to the Internal Revenue Service (IRS) on his tax returns and one count of Failure to File a report of a Foreign Bank Account (FBAR). Evidence presented at the trial established that Xiao opened a foreign bank account at Ping An Bank in China in 2016 and received monthly deposits into the account from Shenzhenalo University in Shenzhen, China, from 2016 to 2020. Some of the funds were linked to additional sources in China. By 2020, Xiao had accumulated more than $100,000 in the Chinese account. U.S. taxpayers are required to report the existence of any foreign bank account on their federal income tax returns. In addition, individuals with funds in foreign accounts totaling more than $10,000 at any time during a given year are required to file an FBAR with the Treasury Department.

“There are foreign entities that exploit American universities and grant agencies,” said U.S. Attorney Steven D. Weinhoeft. “To guard against this abuse, the National Science Foundation (NSF) requires grant applicants to disclose any conflicting activities, including foreign activities, as a condition of receiving federal funding. Further, all U.S. citizens are obligated to disclose any foreign bank accounts they may have. The evidence established that Dr. Xiao concealed foreign work and hid more than $100,000 of foreign assets in an account in China, and he was properly prosecuted and held accountable.”

“Failing to disclose a foreign bank account and filing false tax returns demonstrates a lack of truthfulness and an abdication of the duties of citizenship,” said FBI Special Agent in Charge David Nanz. “Xiao received money from a Chinese employer and knowingly failed to report those funds, thereby evading his income tax responsibilities. The FBI is committed to investigate and bring to justice anyone who avoids their obligation to live by our nation’s laws.”

“As this verdict shows, when you fail to disclose a foreign bank account and submit false income tax statements to the IRS, you are committing tax fraud,” said Darrell J. Waldon, Special Agent in Charge of the IRS-CI Washington DC Field Office. “Xiao’s acts of fraud and dishonesty undermine the integrity of our system of taxation. Our agency will continue to uphold its mission to investigate tax and financial crimes in order to uphold confidence in our tax system, holding individuals accountable for their crimes.”

The court dismissed two additional counts against Xiao that charged wire fraud. In addition, Xiao was found not guilty of a false statement charge. Those three charges were all related to alleged fraud in connection with a grant Xiao obtained from the National Science Foundation.

The charge of making and subscribing false income tax returns provides for a sentence of up to three years in prison, one year of supervised release and a $100,000 fine. The charge of failing to file an FBAR provides for a sentence of up to five years in prison, three years of supervised release, and a fine of $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and other statutory factors. Sentencing is set before the Honorable Staci M. Yandle on August 11, 2022.

The case was investigated by the Federal Bureau of Investigation-Springfield Field Office and the Internal Revenue Service—Criminal Investigations.

The case was prosecuted by Assistant U.S. Attorneys Peter Reed and Scott Verseman of the U.S. Attorney’s Office for the Southern District of Illinois and Trial Attorney Derek Shugert of the National Security Division of the Department of Justice.

ISP OPENS ANOTHER KIOSK TO HELP WITH FOID AND CONCEALED CARRY APPLICATIONS

SPRINGFIELD – The Illinois State Police (ISP) recently opened its fourth Firearm Owners Identification (FOID) Kiosk to help Illinoisans apply for and update their FOID card and Concealed Carry License (CCL).  The Metro East now has a kiosk located in District 11 headquarters to assist individuals without access to online devices (computer, smart phone, tablet) or who are experiencing difficulties online.  Illinois residents can visit one of four kiosks around the state to receive one-on-one assistance.

 “The Illinois State Police has worked diligently to improve FOID and CCL customer service by setting up kiosk locations where people can get in-person assistance, and by working to eliminate backlogs,” said ISP Director Brendan F. Kelly. “Currently, ISP is able to process all new applications within the state-mandated time frames.”

  • Taking a photo and uploading it to the application

  • Assistance with correcting rejected applications

  • A publicly accessible computer will be available to complete online applications and make updates to existing accounts.

Due to the extended time it takes for kiosk representatives to assist people with submitting applications online, customers may be asked to return at a different time.

  • Login Assistance requests, including registration approval, existing user ID recovery, and password reset assistance should be sent to ISP.askFOIDandCCL@illinois.gov.   • When checking the status of an application, customers should continue visiting the website or using the automated phone system. Customers can also find the average processing times for new applications on the website and through the phone system. If your application is “under review,” please allow additional processing time.
