Allendale Man Cited Following ATV Incident

On 08/19/2020 around 20:30 hours while patrolling Allendale a deputy observed an ATV operating on the roadway at Mulberry and 3rd streets. As the deputy began to follow the ATV to perform a traffic stop, the ATV drove out in the county and then back into Allendale, ultimately crossing a ditch and driving across the Wabash Valley Service Company lot. Once the ATV crossed Highway 1 it stopped at 306 N. State St. in Allendale.  

The driver of the ATV then went inside the residence. Another person outside the residence would not go get the driver. Eventually the driver, Jacob Linson, 22 of Allendale came outside to speak with the deputy. After a lengthy roadside investigation Jacob Linson was cited for No valid driver's license, operating a non-highway vehicle on the roadway as well as Obstruction of Justice. 

Linson was issued a court date of 09/29/2020 and released. 

This comes as a result of multiple complaints in the village of Allendale of ATVs and motorcycles operating on the roadways.  

State Rep. Questions State COVID-19 Data

Nearly one in five Illinois counties are in a warning level for COVID-19 per state public health officials, and they’re blaming the lack of face coverings and social distancing, weddings and parties, among other things.

A state representative is questioning the data.

The Illinois Department of Public Health reports 20 of Illinois' 102 counties Friday have two or more COVID-19 risk indicators. Those counties are Bureau, Cass, Clay, Clinton, Franklin, Greene, Grundy, Hancock, Henderson, Jefferson, Logan, Madison, Monroe, Moultrie, Randolph, St. Clair, Union, White, Will and Williamson.

This report comes just days after Region 4, which includes several of the counties, were strapped with tighter restrictions that include limiting bar, restaurant and casino operating hours and capacity and not allowing dancing, dining in without a reservation, or even bar stools for people to congregate at a bar.

“Public health officials are observing people not social distancing or using face coverings,” the department said in a statement. “Additionally, there are reports of individuals who are ill attributing their symptoms to allergies or other illnesses, or not being forthcoming about their symptoms or close contacts.”

The indicators range from new cases per capita, number of deaths, weekly positivity rate, ICU bed availability, emergency department visits, hospital admissions, tests performed and clusters.

State Rep. Charlie Meier, R-Okawville, represents parts of Clinton, Madison and St. Clair counties, all of which are included in the latest list. He said Illinois State Police are targeting gatherings in his district and even issued a citation against a wedding reception.

“We had the state police at a wedding trying to shut it down [last] Saturday night in my district,” Meier said. “They tried to shut it down. The person in charge of it would not stop the wedding reception.”

He said the reception organizers were told different occupancy regulations by law enforcement.

“She said, ‘just write me the ticket, I am not stopping this reception,’” Meier relayed. “So they were issued a citation, no cost, no fine on this one yet, but it’s bad that it’s come to this.”
ISP confirms they “responded on Saturday to a complaint by the Clinton County Public Health Department. There were no citations issued.”

The administrator of the Clinton County Health Department said they have not issued any citations, only verbal warnings.

“How are these places supposed to pay their bills, their monthly electric bills, all their taxes, if once again they’re being shut down by the state of Illinois,” Meier said.

“We question the numbers,” he said. “We’d like to know how these numbers are calculated.”

The Pritzker administration also said outbreaks in these counties are associated with long-term care facilities and other congregate settings the state regulates. They also blame travel to neighboring states, bars and sports camps.

ISP TRAFFIC CRASH ALERT  

 

The Following Preliminary Information is Being Released by Illinois State Police

District 12 

  

WHAT:                      Single Vehicle Fatality Traffic Crash

  

WHERE:                   Illinois Route 128, 1 ¼ Mile North of Illinois 33, Effingham County

 

WHEN:                      Aug. 23, 2020 at 5:29 p.m.         

  

VEHICLE:                Unit 1- 2017 Red Harley Davidson Motorcycle

 

DRIVER:                   Unit 1- 54 year old male from Pawnee, IL - Deceased

                                                   

PRELIMINARY:      A preliminary investigation indicates the following occurred: Unit 1 was traveling south on Illinois 128 approximately 1 ¼ mile north of Illinois 33 in Effingham County. For unknown reasons, the driver of Unit 1 left the roadway to the left and struck a ditch. The driver was ejected as the motorcycle flipped over. The driver was flown to a regional hospital where he succumbed to his injuries. The Sangamon County Coroner’s Office will release the driver’s name later today. This crash is still under investigation and no further details are available at this time.

County Board Makes Appointments

At their regular meeting last Monday, the Wabash County Board of Commissioners made appointments to various drainage districts. The appointments included Larry Hocking district 15; Donald Schonaman in district 3; Lee Berberich in district 6; and Harold Schonaman in district 17. All drainage district appointments were for three years.

The county board also reappointed James Price to a 5 year term on the Wabash County Housing Authority ending in October of 2025. 

Deadline Approaching To Pre-Pay Property Taxes

Time is running out to make prepayments on your property taxes in Wabash County. Treasurer Beverly McBride reports the deadline to make prepayments on the 2019 payable in 2020 real estate taxes is August 31st.  So far, McBride said her office has collected $84,557. McBride said the August 31st deadline is not set in stone and may be extended. Mobile home payments are still collected with a $25 late penalty currently being assessed, which will increase to $50 on September 4th.  

Daviess County Crash Claims Life of Washington Woman

Daviess County-Today, at approximately 5:09 PM, the Indiana State Police responded to a two-vehicle crash on I-69 near Washington, Indiana that claimed the life of a Washington woman.

The initial investigation by Trooper Andrew Watson, Indiana State Police-Jasper, indicated that the crash occurred in the northbound lanes of I-69 at the 58 mile marker. The initial impact of the crash was determined to have occurred in the driving lane of the northbound lanes. The crash area covered approximately 350 feet of roadway.

A 2018 Tao Moped driven by Keirsten Arp, age 24, Washington, Indiana, was traveling north in the northbound lane of I-69. A 2006 Pontiac, driven by Jessica O’Bryan, age 25, Evansville, Indiana had also been traveling north in the northbound lane of I-69 and failed to see the moped, striking it from behind.

Arp sustained fatal injuries as a result of the crash. O’Bryan, was transported to the Daviess County Hospital for minor injuries. O’Bryan was initially charged with Operating a Vehicle while Intoxicated Causing Death and incarcerated in the Daviess County Jail.

The investigation is ongoing at this time.

The northbound lanes of I-69 were closed for approximately two hours for crash investigation and cleanup.

Keirsten Arp’s family has been notified.

Trooper Watson was assisted by Trooper Nolan from the Indiana State Police-Jasper District, Daviess County Sheriff’s Office, Washington City Police Department, Washington Township Fire Department, Daviess County EMS and Daviess County Coroner’s Office.

Market Street Building Slated For Demo Next Month

Wabash County board chairman Tim Hocking is hoping the county can use part of federal CURES funding to help pay for the demolition of the property adjacent to the courthouse. Hocking said the contractor for the demolition, Jeff Guisewite, Incorporated, indicated asbestos abatement work on the property at 407 Market Street would start next Wednesday while the demolition is slated to begin September 7th. The county board had previously approved Guisewite’s bids of $48,629 for the demo and asbestos work.

WCHD Hoping For Better Contact Tracing Cooperation

Health officials continue to struggle with contact tracing from those testing positive for COVID-19. Health department administrator Judy Wissel says cooperation with contact tracing is crucial in stemming the recent spike in cases… 

In response to a question Monday night from county board chairman Tim Hocking, Wissel said her office is having issues with people who are supposed to be on quarantine still going out in public. While there’s not much that can be done legally, Wissel said her office still contacts the individuals stressing the importance of remaining under quarantine for the appropriate time. There have even been times law enforcement has been asked to stop by a person’s residence to remind them of the quarantine.  

Yesterday, the health department reported two new positive COVID-19 cases in Wabash County, bringing the total number of cases to 87 with two individuals continuing to be treated at a regional hospital.

FOID Delays Still Frustrating Illinois Gun Owners

Illinois topped the list of all states for firearm background checks so far this year, and is already on pace to blow last year’s numbers out of the water. And reports persist of people waiting beyond the three-day waiting period to pick up the guns they’ve purchased.

There are also more than 143,000 Firearm Owner Identification, or FOID card, applicants still waiting for their cards to be processed by Illinois State Police.

A state Representative says this is tantamount to civil rights being infringed.

Monthly records from the FBI’s NICS Firearm Background Checks report show in the first seven months of the year, there have been nearly 4.6 million checks. That dwarfs every other state, with only Kentucky coming close with 2.2 million checks from January through July.

Illinois’ total is nearly equal to all of the 4.9 million checks in 2019, leading the nation. It’s unclear how the pandemic that led to government shutdowns of the economy in March may have added to the demand in Illinois as there have been at least 610,000 checks a month since January, with July topping 714,000. The highest number of checks per month in 2019 for Illinois was 548,000 in December. The lowest number was 190,000 in February of that year.

Illinois State Police say as of Thursday, they have more than 5,300 pending firearm transfer inquiry program requests.

State Rep. Brad Halbrook, R-Shelbyville, said aside from calls about problems with unemployment, his office is flooded with frustrated calls from constituents upset they’re Second Amendment rights are being infringed upon. And it’s not just gun owners.

“I got an email from a gun shop owner just a few days ago, there was eight or 10 transactions on there that were 10 days-plus old,” Halbrook said. “That doesn’t really help in times like this. They think that they are intentionally being throttled back on those kinds of things.”

ISP said there’s about a seven business day average wait for the FTIP requests to be processed.

In order to buy a gun or ammunition in Illinois, the consumer must have a valid FOID card.

In the first seven months of the year, ISP says it’s processed more than 87,000 FOID cards. But Thursday, state police said there are still 143,000 requests pending that include new applications, renewals and other requests like address changes.

Halbrook said the bureaucracy is failing to protect their rights.

“These are our constitutional rights, our liberties, and they’re being infringed upon,” Halbrook said. “I don’t care how you shake it out, how you spin it, that’s what’s happening. ”

He said the failings have been going on long before COVID-19, and something has to be done.

“So, evidently we have a system that’s not working for the people, it’s broken, whatever you want to say and something has to be done, and it has to be done soon rather than later,” Halbrook said.

ISP said they are in the process of hiring new analysts to process applications, but that requires a minimum of six-months of training.

As to when a FOID card holder can apply for a renewal, ISP said such requests are permitted 90 days prior to the card’s expiration. Upon logging on to the ISP’s FOID website, an individual may see their card status is active and the issue date of the card, but the expiration date may say “COVID-19” instead of reflecting what’s on the physical card the holder provides a gun store.

The state’s FOID card system faces multiple lawsuits in both state and federal courts.
