U.S. 41 Pigeon Creek Bridge Review Process Under Way

VANDERBURGH COUNTY, Ind. –  An extensive review of the U.S. 41 Pigeon Creek Bridge in Evansville is nearing the finish line as the Indiana Department of Transportation begins the final steps in the process.

In January, 2020, an over-sized load struck the truss bridge on U.S. 41 spanning Pigeon Creek causing extensive damage that left the bridge unable to carry traffic. Since that time, INDOT has performed an extremely in-depth review to determine the next steps. To date, officials have completed or are in process of completing the following:

  • A detailed inspection of the bridge has been performed to determine damage. The inspection showed the bridge sustained a significant amount of damage and cannot carry traffic in its current state.

  • A Damage Assessment Report is under review. This document includes a summary of the condition of the superstructure components of the bridge.

  • Historic Bridge Process (part of Section 106 process) is underway as the structure’s historic status must be evaluated as a part of determining next steps. This includes a Historic Bridge Alternative Analysis, which is currently under development

  • Active solicitation of all stakeholders and consulting parties is being performed. These parties include but are not limited to local government representatives, county and state historians, DNR, and historic landmarks commissions. A total of 21 different parties have been approached as a part of this process.

  • A Life Cycle Cost Analysis is under review by INDOT to compare alternative costs of repair vs. replacement.

No official timeline has been announced at this time. Once all the information has been gathered, INDOT officials expect to make a decision about the Pigeon Creek Bridge’s fate shortly thereafter. Once that step has been taken, the project can move forward with planning and design phases.

About the Pigeon Creek Bridge Project

The U.S. 41 Pigeon Creek Bridge was built in 1940. INDOT contractors completed a rehabilitation of the truss bridge in the fall of 2019. In January 2020, a truck carrying an over-sized load struck the bridge after its lead vehicle allegedly missed a turn. INDOT bridge inspection teams were immediately dispatched and after an initial inspection made the decision to close the bridge based on the amount of damage the bridge sustained. Traffic was diverted to Diamond Avenue via a temporary “runaround.”

A more thorough inspection was conducted later which determined the bridge sustained damage to most of the major structural components. Once that inspection was completed INDOT launched into the current process to determine the next steps for the 80-year-old structure.

Shimkus Moving His Art Competition Online

In light of the COVID-19 pandemic, Congressman John Shimkus (R, Illinois-15) has adjusted the submission guidelines for his 2020 Congressional Art Competition.

Entries for the contest, which is open to high school students in the 15th Congressional District of Illinois, are still due by May 4. However, artwork no longer should be delivered to one of Shimkus' offices; instead, competitors are instructed to take high-resolution photos of their projects and submit them via email to Kristen.Shull@mail.house.gov.

In addition to the photo(s) in .jpg format, students should include their name, phone number, and school as well as the title and description of their artwork.

“As I noted previously, this will be my last Congressional Art Competition, as I am retiring at the end of the current term," Shimkus said. "I want to make this year's contest the best ever, and with students being stuck at home with so much time on their hands, I expect to see more entries than ever and, hopefully, some really spectacular art."

The winning work of art from the district will be displayed along with those from congressional districts around the country in Washington, DC, in a tunnel that connects the Cannon House Office Building to the U.S. Capitol. Thousands of staff and visitors will see the artwork each day.

Acceptable mediums include: paintings, drawings, collages, prints, photographs, computer-generated art, and mixed media. Artwork must be two-dimensional, no larger than 26 inches by 26 inches by four inches including the frame, cannot weigh more than 15 pounds, and must be original in content. A full list of guidelines is available at shimkus.house.gov/art.

The championship entry will be chosen by a panel from the district, and -- in addition to being displayed in Washington -- that artwork will also be featured on Shimkus' website and Facebook page.

Art teachers and participants may contact Kristen Shull in the congressman's Harrisburg office at (618) 252-8271 or via email at the address above for more information.

Gov. Holcomb, Superintendent McCormick Outline Education Changes for the Remaining School Year

INDIANAPOLIS — Governor Eric J. Holcomb today signed an executive order requiring all K-12 schools in Indiana to provide instruction via remote learning for the remainder of the 2019-2020 school year and outlines options for districts to continue education during the fight against COVID-19. Click here for a link to the executive order: https://www.in.gov/gov/2384.htm

“Students are the future of our state and teachers are the heart of our schools,” Gov. Holcomb said. “While COVID-19 is impacting every classroom, our teachers, administrators, school board members and school staff are going to extraordinary levels to deliver quality learning to students all across our state, even while school buildings are closed. We’ll continue to do everything we can to empower educators and parents, while protecting students’ health.”

To complete the school year, all schools previously received a 20-day waiver to reduce the number of required in-person or remote instruction days to 160. Schools must continue to provide instruction via remote learning until they complete either:

·   160 instructional days or

·   At least 20 additional days of remote learning between the date of the executive order (today) and the end of the school year. If a school completes 20 days and falls short of the required 160 instructional days, the Indiana Department of Education (IDOE) can waive the difference.

All K-12 schools will need to submit a plan for review and approval by IDOE by April 17. The plan can include eLearning, extended learning, project-based or portfolio learning, competency-based learning, partnerships with higher education for increased student supports, and other similar methods.

The governor, in conjunction with Superintendent of Public Instruction Dr. Jennifer McCormick, also directed the Indiana State Board of Education (SBOE) to provide flexibility for school corporations for students who are to graduate in 2020. A school corporation may issue an Indiana diploma to a student who has done all of the following:

·   Has met all of the course and credit requirements for the specific diploma designation based on a combination of high school credits earned prior to and the course in which a student was enrolled as of March 19, when the governor issued the statewide school closure.

·   Meets any virtual or remote learning participation requirements established by the governing body of the local school corporation in response to the statewide school closure order issued by the governor.

·   Meets any additional graduation requirements established by the governing body of the local school corporation prior to the school closure order issued by the governor.

The executive order also extends teacher licenses expiring between March 1, 2020 and Aug. 31, 2020 until Sept. 1, 2020.

Other deadlines and requirements for the current school year will be reviewed by Dr. McCormick, the executive director of SBOE, and relevant state agencies. They will submit recommendations to the Governor by April 7 for review and further action.

As Illinoisans continue to practice social distancing to stay healthy, ‘All in Illinois’ is a way to unite residents across the state and remind them we are all in this together.

All in Illinois is supported by a series of public service announcements featuring famous Illinois natives, including Jane Lynch, Deon Cole, Jason Beghe, Jackie Joyner Kersee and Matt Walsh. The PSA videos reinforce the importance of staying at home during the COVID-19 crisis and encourages everyone to do their part to stop the spread of the virus. “We are grateful to all of our well-known Illinoisans for participating in this effort to unite all of our residents during these trying times,” said Erin Guthrie, Director of the Department of Commerce and Economic Opportunity. “We are confident these messages will help increase awareness of how critical it is to stay home and work together to flatten the curve of this virus.”

People can also show their solidarity by updating their Facebook profile photos with the All in Illinois frame image and share messages with friends and family on social media using the #AllinIllinois hashtag.
